In chapter I of the report, the Special Rapporteur provides an account of her activities during the reporting year. She draws the attention of Member States to the 266 communications that have been sent under the mandate during the past year. More detailed information on these communications is contained in addendum 1 to the present report. In chapter II, the Special Rapporteur focuses on the security and protection of human rights defenders. She further provides an overview of the trends and challenges that human rights defenders face regarding the security and the environment in which they carry out their activities for the promotion and protection of human rights, as well as situations of insecurity and physical protection programmes at the national, regional and global levels. In chapter III, the Special Rapporteur outlines her recommendations to States, national human rights institutions, regional intergovernmental human rights organizations and non-governmental organizations (NGOs). * Late submission.
