She focuses on national and local planning for the implementation of the rights to water and to sanitation, highlighting the importance of having a vision and political will to ensure the realization of those rights. She outlines relevant existing frameworks for planning and the significance of integrating human rights throughout the planning process from assessment and diagnosis, target setting, the formulation and implementation of appropriate measures to monitoring and evaluation. She continues by identifying a number of factors for successful planning including sound legal frameworks and institutions, access to justice and clear designation of responsibilities; adequate financing; participation and transparency; and nondiscrimination and equality.
