[In order to comply with their human rights obligations regarding the right to participation, the Special Rapporteur recommends States undertake the following actions:] Recommendations to national human rights institutions: Conduct research to ascertain the extent to which the right to participation is being realized within the State as a whole and in relation to communities particularly vulnerable to poverty and social exclusion.
