Report of the Special Rapporteur on minority issues
Summary
The present report addresses the human rights of persons belonging to national
or ethnic, religious and linguistic minorities in relation to the various stages of the
criminal justice process, extending from before arrest through the execution of
sentence. The report considers obstacles to access to justice confronted by minority
victims of crime. It highlights the need to ensure the effective participatio n of
minorities in the administration of justice.
