[The Commission urges Governments, at all levels [...] to take the following actions, as appropriate:] [Expanding access and participation in education]: Ensure women's and girls' full and equal access to quality formal, informal and non-formal education and vocational training at all levels, including to free and compulsory primary education, and provide educational opportunities, including in science and technology, from early childhood and throughout the life cycle, including lifelong learning and retraining, human rights education and learning, and adult and distance education and e-learning, including in information and communications technology and entrepreneurial skills, in order to promote the empowerment of women, inter alia, through enhancing and facilitating women's access to full and productive employment, in particular to careers in science and technology;
