[The Commission urges Governments to take the following actions:] [Norms and policies] (c) Consider becoming a State Party to, as a matter of priority, and thereafter ensure the full implementation of International Labour Organization (ILO) Conventions 138 and 182 on, respectively, the minimum age for employment, and eliminating the worst forms of child labour, and establish appropriate penalties and sanctions to ensure effective enforcement;
