Urges all States to assign priority to activities and programmes aimed at preventing the abuse of narcotic drugs, psychotropic substances and inhalants as well as preventing other addictions, in particular addiction to alcohol and tobacco, among children and young people, especially those in vulnerable situations, and urges all States to counter the use of children and young people in the illicit production of and trafficking in narcotic drugs and psychotropic substances;
