Mandate of Independent Expert on the enjoyment of human rights by
persons with albinism
The Human Rights Council,
Guided by the purposes and principles of the Charter of the United Nations,
Guided also by the Universal Declaration of Human Rights and recalling relevant
international human rights treaties, including the International Covenant on Civil and
Political Rights, the International Covenant on Economic, Social and Cultural Rights, the
Convention on the Rights of Persons with Disabilities, the Convention against Torture and
Other Cruel, Inhuman or Degrading Treatment or Punishment, the International Convention
on the Elimination of All Forms of Racial Discrimination, the Convention on the Elimination
of All Forms of Discrimination against Women and the Convention on the Rights of the
Child,
Reaffirming that everyone has the right to life, liberty and security of person and that
no one shall be subjected to torture and other cruel, inhuman or degrading treatment or
punishment,
Recalling the universality, indivisibility, interdependence and interrelatedness of all
human rights and the need for persons with albinism to be guaranteed the full enjoyment of
their rights and freedoms without discrimination,
Recalling also its resolutions 5/1, on institution-building of the Human Rights
Council, and 5/2, on a Code of Conduct for Special Procedure Mandate Holders of the
Council, of 18 June 2007, and stressing that all mandate holders shall discharge their duties
in accordance with those resolutions and the annexes thereto,
Recalling further the Vienna Declaration and Programme of Action, and recalling also
the rights of everyone to the enjoyment of the highest attainable standard of physical and
mental health and education as enshrined in the International Covenant on Economic, Social
and Cultural Rights and other relevant international human rights treaties,
Deeply concerned that, in various parts of the world, persons with albinism continue
to face barriers to their participation as equal members of society and face violations and
abuse of their human rights, and conscious that greater and more urgent attention is needed
to address these challenges,
