In some situations, members of minority communities have testified that law enforcement bodies were present or informed at the time violence that took place but had failed to arrive or intervene. In the worst cases, victims reported that law enforcement officers actively participated in violent attacks or colluded with the attackers. In other cases, law enforcement personnel might be poorly equipped or motivated, lack appropriate training or the appropriate command structure to respond to violence.
