Recognizing that Member States should cooperate with each other in ensuring development and eliminating lasting obstacles to development, that the international community should promote effective international cooperation, in particular global partnerships for development, for the realization of the right to development and the elimination of obstacles to development, and that lasting progress towards the implementation of the right to development requires effective development policies at the national level, equitable economic relations and a favourable economic environment at the international level,

Requests the Secretary-General and the High Commissioner to provide the Special Rapporteur with the administrative, logistical and staff support necessary for the implementation of the mandate under the present resolution;

Encourages relevant bodies of the United Nations system, within their respective mandates, including United Nations specialized agencies, funds and programmes, relevant international organizations, including the World Trade Organization and relevant stakeholders, including civil society organizations, to give due consideration to the right to development in the implementation of the 2030 Agenda for Sustainable Development, to contribute further to the work of the Working Group, and to cooperate with the High Commissioner and the Special Rapporteur in the fulfilment of their mandates with regard to the implementation of the right to development;

Requests the Working Group to continue to consider criteria and operational subcriteria with a view to finalizing the text as expeditiously as possible, preferably no later than its nineteenth session;

[Decides:] To endorse the recommendations of the Working Group adopted at its seventeenth session;

Recalling the International Code of Conduct on Pesticide Management, adopted by the Conference of the Food and Agriculture Organization of the United Nations at its thirty-eighth session, in June 2013,

Recognizing the importance of the protection and preservation of agrobiodiversity in guaranteeing food security and the right to food for all,

Notes with appreciation the growing movement, in different regions of the world, towards the adoption of framework laws, national strategies and measures in support of the full realization of the right to food for all;

Recognizes the importance of giving due consideration to the adverse impact of climate change on the full realization of the right to food;

Convinced that the effective mobilization of women is an essential element to achieving the objectives of the Nairobi Forward-looking Strategies for the Advancement of Women and the International Development Strategy for the Fourth United/Nations Development Decade,

Aware that the slow progress in the implementation of the Forward-looking Strategies as related to development necessitates urgent action to be taken by all the parties concerned,

Reaffirming that the full integration of women in development, both as agents and beneficiaries, should concern all sectors of society,

Convinced that improving the distribution between both sexes of the tasks related to productive and reproductive functions is an essential strategy for development and has to be reflected in the implementation of concrete economic and social policies,

Recalling Economic and Social Council resolution 1990/15 of 24/May/1990 and Commission resolutions 34/3 of 8 March 1990 and 35/7 of 8/March/1991,

Reaffirming the principles contained in the Declaration on the Right to Development, adopted by the General Assembly in its resolution 41/128 of 4 December 1986,

Convinced that the effective mobilization of women is an essential element to achieving the objectives of the Nairobi Forward-looking Strategies for the Advancement of Women and the International Development Strategy for the Fourth United Nations Development Decade,

Aware that the slow progress in the implementation of the Forward-looking Strategies as related to development necessitates urgent action to be taken by all the parties concerned,

Reaffirming that the full integration of women in development, both as agents and beneficiaries, should concern all sectors of society,

Further calls on Member States to recognize, develop and promote policies, including workplace policies and other supports such as maternity and parental benefits and leave, childcare and care for other dependants, that facilitate the reconciliation of employment and family responsibilities and recognize the importance of the value of non-market contributions that individuals and families make to society and the economy, ensuring the right for women and men to decide freely and responsibly on the number, timing and spacing of their children, encouraging men to share equally with women household, childcare and other care-giving responsibilities and also ensuring that women have equal rights to social security and other entitlements;

Calls on Member States to strengthen the incentive role of the public sector as employer in order to develop an environment that effectively affirms and empowers women;

Urges Member States to eliminate discrimination against women in labour markets, employment practices and the workplace, providing equal access for women to occupational categories and sectors where they are underrepresented, equal opportunities with respect to the right to organize and participate in labour unions and collective bargaining, including on employment conditions, career development opportunities and equal pay for equal work or work of equal value, to take action to remove structural and legal barriers, as well as stereotypical attitudes to gender in work and training and to eliminate pay differences based on gender through a multifaceted approach addressing underlying factors, including sectoral and occupational segregation, education and training, job classification and payment systems;

Recalling also the Convention on the Elimination of All Forms of Discrimination against Women,

2. The General Assembly of the United Nations shall recommend the steps, if any, to be taken in respect of such request.

2. A State shall not be discharged, by reason of its withdrawal, from the obligations arising from this Statute while it was a Party to the Statute, including any financial obligations which may have accrued. Its withdrawal shall not affect any cooperation with the Court in connection with criminal investigations and proceedings in relation to which the withdrawing State had a duty to cooperate and which were commenced prior to the date on which the withdrawal became effective, nor shall it prejudice in any way the continued consideration of any matter which was already under consideration by the Court prior to the date on which the withdrawal became effective.

The High Contracting Parties,

Have agreed as follows :

A. For the purposes of the present Convention, the term "refugee" shall apply to any person who: (1) Has been considered a refugee under the Arrangements of 12 May 1926 and 30 June 1928 or under the Conventions of 28 October 1933 and 10 February 1938, the Protocol of 14 September 1939 or the Constitution of the International Refugee Organization; Decisions of non-eligibility taken by the International Refugee Organization during the period of its activities shall not prevent the status of refugee being accorded to persons who fulfil the conditions of paragraph 2 of this section; (2) As a result of events occurring before 1 January 1951 and owing to well-founded fear of being persecuted for reasons of race, religion, nationality, membership of a particular social group or political opinion, is outside the country of his nationality and is unable or, owing to such fear, is unwilling to avail himself of the protection of that country; or who, not having a nationality and being outside the country of his former habitual residence as a result of such events, is unable or, owing to such fear, is unwilling to return to it. In the case of a person who has more than one nationality, the term "the country of his nationality" shall mean each of the countries of which he is a national, and a person shall not be deemed to be lacking the protection of the country of his nationality if, without any valid reason based on well-founded fear, he has not availed himself of the protection of one of the countries of which he is a national.

Acting in pursuance of resolution 896 (IX), adopted by the General Assembly of the United Nations on 4 December 1954,
