Recalling the International Covenant on Civil and Political Rights, 3 the International Covenant on Economic, Social and Cultural Rights, 3 the Convention on the Rights of Persons with Disabilities, 4 the International Convention for the Protection of All Persons from Enforced Disappearance, 5 the International Convention on the Protection of the Rights of All Migrant Workers and Members of Their Families, 6 the United Nations Convention against Transnational Organized Crime 7 and the Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children, supplementing the United Nations Convention against Transnational Organized Crime, 8 and the Convention on the Elimination of All Forms of Discrimination against Women, 9

10. Deplores the politically motivated continuing violence against Iranians outside the Islamic Republic of Iran, and urges the Government of the Islamic Republic of Iran to refrain from activities against members of the Iranian opposition living abroad and the harassment of their relatives within the Islamic Republic of Iran and to cooperate wholeheartedly with the authorities of other countries in investigating and punishing offences reported by them;

Recognizing also the important role of the family in combating violence against women and girls and the need to support its capacity to prevent and eliminate all forms of violence against women and girls,

35. Further calls upon all States to protect refugee, asylum-seeking and internally displaced children, in particular those who are unaccompanied, who are particularly exposed to risks in connection with armed conflict, such as recruitment, sexual violence and exploitation, to pay particular attention to programmes for voluntary repatriation and, wherever possible, local integration and resettlement, to give priority to family tracing and reunification and, where appropriate, to cooperate with international humanitarian and refugee organizations, including by facilitating their work;

3. Also requests the Secretary-General to develop a family leave programme for United Nations staff without creating supplementary leave entitlements, and to report thereon to the General Assembly as soon as possible;

96. All disciplinary measures and behaviour management constituting torture, cruel, inhuman or degrading treatment, including closed or solitary confinement or any other forms of physical or psychological violence that are likely to compromise the physical or mental health of the child, must be strictly prohibited in conformity with international human rights law. States must take all necessary measures to prevent such practices and ensure that they are punishable by law. Restriction of contact with members of the child’s family and other persons of special importance to the child should never be used as a sanction.

Recalling that the 2005 World Summit Outcome acknowledged the important nexus between international migration and development and the need to deal with the challenges and opportunities that migration presents and reaffirmed the resolve to take measures to ensure respect for and protection of the human rights of migrants, migrant workers and members of their families, 0F 1

Recognizing the general progress made by the United Nations Office on Drugs and Crime in the delivery of advisory services and assistance to requesting Member States in the areas of corruption, organized crime, money-laundering, terrorism, kidnapping and trafficking in persons, including the support and protection, as appropriate, of victims, their families and witnesses, as well as drug trafficking and international cooperation, with special emphasis on extradition and mutual legal assistance,

Stressing that a universal, rules-based, open, non-discriminatory and equitable multilateral trading system will promote agriculture, family farming and rural development in developing countries and contribute to world food security and nutrition, and urging the adoption of national, regional and international strategie s to promote the inclusive participation of farmers, especially small-scale and family farmers, including women, in community, national, regional and international markets,

7. Encourages Member States to consider providing universal and gender- sensitive social protection systems, which are key to ensuring poverty reduction, including, as appropriate, targeted cash transfers for families in vulnerable situations, as can be the case of families headed by a single parent, in particular those head ed by women, and which are most effective in reducing poverty when accompanied by other measures, such as providing access to basic services, high-quality education and health-care services;

40. Recognize the need to promote, protect and fulfil the rights of children in child-headed households, in particular those headed by girls, which may result from the death of parents and legal guardians and other economic, social and political realities, and express deep concern that the impact of the AIDS epidemic, including illness and mortality, the erosion of the extended family, the exacerbation of poverty, unemployment and underemployment and migration, as well as urbanization, has contributed to the increase in the number of child-headed households;

7. Urges States to adopt measures to enhance the awareness of women, and in particular women at known risk of gender-based violence, of their rights, the law and the protection and legal remedies it offers, including by disseminating information on the assistance available to women and families who have experienced violence, and ensuring that timely and appropriate information is available to all women who have been subjected to violence, at all stages of the justice system;

Recalling with serious concern the findings of the Commission of Inquiry in its report entitled “Out of sight, out of mind: deaths in detention in the Syrian Arab Republic”, noting in this regard the recent issuing of death notifications of detained individuals by the Syrian authorities, which provides further indication of systematic violations of international human rights law and international humanitarian law, and urging the Syrian authorities to provide families with the remains of their relatives whose fate has been disclosed, including those who have been summarily executed, to take all appropriate measures immediately to protect the lives and rights of all persons currently detained or unaccounted for and to clarify the fate of those who remain missing or are still in custody,

8. Encourages United Nations agencies and bodies, including the regional commissions, as well as intergovernmental and non-governmental organizations and research and academic institutions, to work closely with the Department of Economic and Social Affairs of the Secretariat in a coordinated manner on family- related issues, inter alia, by sharing experience and findings, in recognition of their valuable role in family policy development at all levels;

11. Stresses the importance of the work of the Working Group on Enforced or Involuntary Disappearances of the Commission on Human Rights, and encourages it in the execution of its mandate to continue to promote communication between the families of disappeared persons and the Governments concerned, in particular when ordinary channels have failed, with a view to ensuring that sufficiently documented and clearly identified individual cases are investigated and to ascertaining whether such information falls under its mandate and contains the required elements;

30. Urges States to ensure that appropriate rehabilitation services are promptly available to all victims without discrimination of any kind and without limitation in time, until the fullest rehabilitation possible has been achieved, and are provided either directly by the public health system or through the funding of private rehabilitation facilities, including those administered by civil society organizations, and to consider making rehabilitation services available to the immediate families or dependants of the victims and to persons who have suffered harm while intervening to assist victims in distress or to prevent victimization;

Inviting Member States to consider, when developing crime prevention programmes, such issues as social inclusion, the strengthening of the social fabric, access to justice, drug-related violence, the social reintegration of offenders and access to health and education services, as well as the needs of victims of crime, and to promote a culture of lawfulness and concern for the well-being of individuals, families and communities, with a particular emphasis on children and youth,

Alarmed by the increasing rate of killings, violent acts, including gender-based violence, threats, harassment, intimidation, smear campaigns, criminalization, judicial harassment, forced eviction and displacement of environmental human rights defenders, including indigenous and women human rights defenders, and human rights defenders addressing issues relating to land rights, their family members, communities, associates and legal representatives, as reported by the United Nations High Commissioner for Human Rights, the Special Rapporteur on the situation of human rights defenders and other special procedures,

5. Expresses its deep concern at and condemnation of manifestations of racism, racial discrimination, xenophobia and related intolerance against migrant workers and members of their families and other vulnerable groups in many societies;

3. Welcomes the thematic priorities identified by the Working Group, namely, political and public life, economic and social life, family and cultural life, and health and safety;

7. Approves the changes in the benefit provisions that would streamline the application of the relevant provisions governing family members or former family members under articles 35 bis, 35 ter and 36, as set out in annex XIV to the report of the Board; 1

8. Reaffirms paragraphs 12 to 16 of its resolution 63/241, and urges all States parties to intensify their efforts to comply with their obligations under the Convention on the Rights of the Child to protect children in matters relating to registration, family relations and adoption or other forms of alternative care, and, in cases of international parental or familial child abduction, encourages States to facilitate, inter alia, the return of the child to the country in which he or she resided immediately before the removal or retention;

(d) Ensuring that children may consult freely and in full confidentiality with parents and/or guardians and legal representatives;

62. We reaffirm our resolve to take measures to ensure respect for and protection of the human rights of migrants, migrant workers and members of their families.

Concerned also by cases of international kidnapping of children by one of the parents,

2. Urges Member States, relevant United Nations organizations and other stakeholders to strengthen efforts to improve the development of sustainable agricultural technologies and their transfer and dissemination under mutually agreed terms to developing countries, especially the least developed countries, in particular at the bilateral and regional levels, and encourages international, regional and national efforts to strengthen capacity and foster the utilization of local know -how in developing countries, especially that of smallholder and family farmers, in particular rural women and youth, in order to enhance the productivity and nutritional quality of food crops and animal products, promote sustainable practices in pre -harvest and post-harvest agricultural activities and enhance food security and nutrition-related programmes and policies that take into consideration the specific needs of women, young children and youth, with particular attention to securing the prohibition and elimination of the worst forms of child labour, strengthening progress towards achieving the Sustainable Development Goals;

23. Encourages States to contribute to the trust fund established for the benefit of victims of crimes within the jurisdiction of the Internati onal Criminal Court and the families of such victims, and acknowledges with appreciation contributions made to that trust fund thus far;

(j) Providing nationals of other countries detained in the Democratic People’s Republic of Korea with protections, including freedom of communication with and access to consular officers, in accordance with the Vienna Convention on Consular Relations, to which the Democratic People’s Republic of Korea is a party, and any other necessary arrangements to confirm their status and to communicate with their families;

2. Calls upon States to ensure accountability through the conduct of impartial, speedy and effective investigations into attacks against persons with albinism falling within their jurisdiction, and to bring those responsible to justice, and to ensure that victims and family members have access to appropriate remedies;

7. Reiterates the commitment of Member States to promoting, developing, reviewing or strengthening effective, comprehensive, integrated drug demand reduction programmes, based on scientific evidence and covering a range of measures, including primary prevention, education, early detection and intervention, treatment, care and related support services, recovery support, rehabilitation and social reintegration efforts, as well as measures aimed at minimizing the public health and social consequences of drug abuse and at promoting health and social well-being among individuals, families and communities and reducing the adverse consequences of drug abuse for individuals and society as a whole, taking into account the specific needs of women and the particular challenges posed by high- risk drug users, in full compliance with the three international drug control conventions and in accordance with national legislation, and commits Member States to investing increased resources in ensuring access to those interventions on a non-discriminatory basis, including in detention facilities, bearing in mind that those interventions should also consider vulnerabilities that undermine human development, such as poverty and social marginalization;
