Invites the international community, including United Nations bodies, programmes and organizations, inter alia, through the technical assistance and advisory services programmes of the United Nations Centre for International Crime Prevention, the Office of the United Nations High Commissioner for Human Rights and the United Nations Development Fund for Women, to support the efforts of all countries, at their request, aimed at strengthening institutional capacity for preventing crimes against women committed in the name of honour and at addressing their root causes;

Recognizes the right to education on the basis of equal opportunity and non-discrimination by making primary education compulsory and available free to all children, ensuring that all children have access to education of good quality, as well as making secondary education generally available and accessible to all, in particular through the progressive introduction of free education, bearing in mind that special measures to ensure equal access, including affirmative action, contribute to achieving equal opportunity and combating exclusion, and ensuring school attendance, in particular for girls and children from low-income families in order to achieve the objectives of Education for All, with the aim of realizing millennium development goal 2;

Recalling all previous resolutions on women, the girl child and HIV and AIDS,

Takes note of the report of the Secretary-General;

Requests the Secretary-General to submit a report to the Commission on the Status of Women at its fifty-eighth session on the situation of women, the girl child and HIV and AIDS, with an emphasis on accelerated actions taken in regard to women, the girl child and HIV and AIDS, in accordance with the Beijing Declaration and Platform for Action, the Programme of Action of the International Conference on Population and Development, the 2006 and 2011 Political Declarations on HIV/AIDS and the 2011 Commitments on HIV/AIDS, using information provided by Member States and the United Nations system.

Reaffirming the Beijing Declaration and Platform for Action, the outcome documents of the twenty-third special session of the General Assembly, the Programme of Action of the International Conference on Population and Development and key actions for its further implementation, the 2001 Declaration of Commitment on HIV/AIDS, the 2006 Political Declaration on HIV/AIDS, the 2011 Political Declaration on HIV and AIDS: Intensifying Our Efforts to Eliminate HIV and AIDS, the HIV and AIDS-related goals contained in the United Nations Millennium Declaration and the Millennium Development Goals, in particular the resolve of Member States to have halted, by 2015, and begun to reverse, the spread of HIV, as well as the commitments on HIV and AIDS made at the 2005 World Summit, the High-level Plenary Meeting of the sixty-fifth session of the General Assembly on the Millennium Development Goals, the 2013 special event to follow up efforts made towards achieving the Millennium Development Goals and the United Nations Conference on Sustainable Development,

Underlines the importance of an effective remedy for violations of economic, social and cultural rights, including the human rights to safe drinking water and sanitation, and in this regard of judicial, quasi-judicial and other appropriate remedies, including procedures initiated by or on behalf of individuals or, as appropriate, groups of individuals, and of adequate procedures to avoid infringements of such rights with a view to ensuring justice for all for violations in the context of the realization of the rights to water and sanitation as components of the right to an adequate standard of living, including taking the measures necessary to ensure that women and girls and persons at risk have equal access to effective remedies;

[Notes with concern that, in spite of all efforts, gender inequalities still exist in the realization of the human rights to safe drinking water and sanitation, and therefore calls upon States:] To consider that gender-based inequalities are exacerbated when coupled with other grounds of discrimination and disadvantages, and therefore to use an “intersectionality lens” in policy initiatives so that priority is given to and measures are taken, as necessary, for those most disadvantaged in the enjoyment of their rights to water and sanitation, including women and girls;

Stresses that the primary responsibility of States is to promote and protect the right to food, and that the international community should provide, through a coordinated response and upon request, international cooperation in support of national and regional efforts by providing the assistance necessary to increase food production and access to food, particularly through agricultural development assistance, the transfer of technology, food crop rehabilitation assistance and food aid, achieving food security, with special attention to the specific needs of women and girls, support for the development of adapted technologies, research on rural advisory services and support for access to financing services, and to ensure support for the establishment of secure land tenure systems;

Reaffirming that the full realization of all human rights and fundamental freedoms is essential for the empowerment of women and girls,

Also urges Governments and other relevant stakeholders to address the situation faced by women and girls who provide care and/or economic support for people living with or affected by HIV and AIDS, who are often forced to drop out of school or employment, by increasing the provision of resources, support and facilities to the survivors and caregivers, in particular children, especially in women- and child-headed households, and older persons, as well as to facilitate the balanced sharing of the provision of care by both men and women;

Also urges Governments to strengthen, implement and enforce legal, policy, administrative and other measures for preventing, eliminating and addressing the causes and consequences of all forms of violence against women and girls, including harmful practices, such as female genital mutilation, child, early and forced marriage, domestic violence, violence at work, verbal and physical abuse, rape, including marital rape, and other forms of sexual violence and coerced sexual activity, battering and trafficking in women and girls, and to ensure that linkages between violence against women and HIV are addressed as an integral part of the national HIV and AIDS response;

Urges Governments to prioritize and expand access to treatment for all people, in all settings, in a progressive and sustainable manner, including the prevention and treatment of opportunistic infections and co-infections and other HIV-related conditions and the effective use of and adherence to anti-retroviral medication, including through access to clinical and laboratory testing and post-exposure prophylaxis, with the full protection of their human rights, including their sexual and reproductive health and reproductive rights, in accordance with the Programme of Action of the International Conference on Population and Development and the Beijing Declaration and Platform for Action and the outcome documents of their review conferences;

Stresses with deep concern that early pregnancy, early childbearing and limited access to quality, comprehensive, integrated and accessible sexual and reproductive health-care services, including in the area of skilled birth attendance, emergency obstetric care and the management of complications arising from abortion, causes high levels of maternal mortality and morbidity, including a high prevalence of obstetric fistula, and furthermore entails complications during pregnancy and childbirth, which often lead to death, particularly for young women and girls;

Welcomes the commitment to working towards the elimination of mother-to-child transmission of HIV by 2015 and substantially reducing AIDS-related maternal deaths, and urges Member States to ensure that women and girls of childbearing age have access to HIV prevention services and that pregnant women have access to antenatal care, information, HIV counselling and other HIV-related services, and to increase the availability of and access to effective prevention and treatment for women living with HIV and their infants, and in this regard welcomes the contribution of the Global Plan towards the Elimination of New HIV Infections among Children by 2015 and Keeping Their Mothers Alive;

Encourages the United Nations to continue to support national monitoring and evaluation mechanisms in the context of the “three ones” principles, to enable the production and dissemination of comprehensive and timely information on the gender dimension of the epidemic, including through the collection of data disaggregated by sex, age, disability, marital status and geographical location, and to raise awareness about the need to address the critical intersection between gender inequality and HIV and AIDS, and encourages Member States to report on the relevant indicators for the global AIDS response progress reporting system;

Stresses the importance of Governments, the Joint United Nations Programme on HIV/AIDS and other United Nations specialized agencies, funds and programmes developing and implementing strategies to improve infant HIV diagnosis, including through access to diagnostics at point of care, significantly increasing and improving access to treatment for children and adolescents living with HIV, including access to prophylaxis and treatments for opportunistic infections, and promoting a smooth transition from paediatric to adult treatment and related support and services, while taking into account the need to put in place programmes focused on delivering services to HIV-negative children born to women living with HIV, as they are still at high risk of morbidity and mortality;

Requests the Secretary-General to provide a report to the Commission on the Status of Women at its fifty-eighth session, in consultation with Member States, international organizations and all other relevant stakeholders, taking into account relevant United Nations resolutions, on actions to strengthen linkages among programmes, initiatives and activities throughout the United Nations system for gender equality, the empowerment of women and girls, protection of all of their human rights and elimination of preventable maternal mortality and morbidity.

Expresses its concern at the fact that women continue to be victims of various forms of violence, including those that are identified in the outcome document of the twenty-third special session of the General Assembly, entitled "Women 2000: gender equality, development and peace for the twenty-first century", and at the continuing occurrence in all regions of the world of such violence, including crimes against women committed in the name of honour, which take many different forms, and also expresses its concern at the fact that some perpetrators assume that they have some justification for committing such crimes;

Also welcomes the efforts, such as concrete projects, undertaken by United Nations bodies, programmes and organizations, including the United Nations Population Fund, the United Nations Children's Fund and the United Nations Development Fund for Women, to address the issue of crimes against women committed in the name of honour, and encourages them to coordinate their efforts, and further welcomes the work carried out by civil society, including non-governmental organizations, such as women's organizations, grass-roots movements and individuals, in raising awareness of such crimes and their harmful effects;

[Calls upon States:] To promote initiatives aimed at reducing the prices of antiretroviral drugs, especially second-line drugs, available to boys and girls, including bilateral and private sector initiatives, as well as initiatives on a voluntary basis taken by groups of States, including those based on innovative financing mechanisms that contribute to the mobilization of resources for social development, especially those that aim to provide further access to drugs at affordable prices to children in developing countries on a sustainable and predictable basis, and in this regard takes note of the International Drug Purchase Facility, UNITAID;

Reaffirms paragraphs 59 to 70 of its resolution 68/147, condemns in the strongest terms all violations and abuses committed against children in armed conflict, and in this regard urges all States and other parties to armed conflict that are engaged, in contravention of applicable international law, in the recruitment and use of children, in patterns of killing and maiming of children and/or rape and other sexual violence against children, acknowledging that sexual violence in these situations disproportionately affects girls, in recurrent attacks on schools and/or hospitals and related personnel, and in patterns of abduction of children, as well as in all other violations and abuses against children, to take time-bound and effective measures to end and prevent them, and takes note in this regard of the adoption of Security Council resolution 2225 (2015) of 18 June 2015;

Concerned further that women and girls are physiologically more vulnerable to HIV, especially at an earlier age, than men and boys, and that this is increased by violence against women, girls and adolescents, sexual exploitation, including commercial sexual exploitation, premature and coerced sexual relations, harmful practices, such as child, early and force marriage, female genital mutilation, as well as an imbalance in the power dynamic between women and men, and unequal legal, economic and social status, including poverty,

Welcoming the adoption of the 2030 Agenda for Sustainable Development, including Goal 6 on ensuring the availability and sustainable management of water and sanitation for all, which comprises important targets relating to the human rights to safe drinking water and sanitation as well as hygiene, and acknowledges the need for an integrated approach to Goal 6 that reflects the interlinkages between achieving access to safe drinking water, sanitation and hygiene, while also striving to improve the quality and safety of water, to reduce the number of people suffering from water scarcity and to ensure attention to the needs of women and girls,

Expresses its great concern that, while women contribute more than 50 per cent of the food produced worldwide, they also account for 70 per cent of the world's hungry, that women and girls are disproportionately affected by hunger, food insecurity and poverty, in part as a result of gender inequality and discrimination, that in many countries girls are twice as likely as boys to die from malnutrition and preventable childhood diseases, and that it is estimated that almost twice as many women as men suffer from malnutrition;

Recognizes that reinforcing the rights of girls and women, especially those who are poor and vulnerable, to education and social protection and that increasing women's participation in decision-making and access to resources in an objective manner are critical for enhancing women's vital role in advancing agricultural development and food security, and recognizes also in that regard that the promotion of agro-industry through the voluntary dissemination of knowledge, the development and transfer of technology, capacity-building and financial support is a precondition for the involvement of women in advancing agriculture in developing countries;

Encourages all States to mainstream a gender perspective in food security programmes and to take action to address de jure and de facto gender inequality and discrimination against women, in particular where such inequality and discrimination contribute to the malnutrition of women and girls, including by taking measures to ensure the full and equal realization of the right to food and ensuring that women and girls have equal access to social protection and resources, including income, land and water, and their ownership, and full and equal access to health care, education, science and technology, to enable them to feed themselves and their families, and in this regard stresses the need to empower women and to strengthen their role in decision-making;

Welcomes the Global Plan towards the Elimination of New HIV Infections among Children by 2015 and Keeping their Mothers Alive and takes note of the Secretary-General's Every Woman, Every Child initiative, as well as national, regional and international initiatives contributing to reduction of the number of maternal, newborn and under-five child deaths, and urges Governments to rapidly scale up access to HIV prevention and treatment programmes integrated with family planning and maternal and child health programmes designed to eliminate mother-to-child/vertical transmission of HIV and reduce HIV-related maternal mortality by 50 per cent by 2015, to encourage men to participate with women in such programmes, address barriers faced by women and girls in accessing such programmes and provide sustained treatment and care for the mother after pregnancy, including care and support for the family;

Stresses the importance of Governments in ensuring that young men and women have access to information and education, including peer education and youth-specific HIV prevention education, including comprehensive evidence-based education for human sexuality, based on full and accurate information, for all adolescents and youth, in a manner consistent with their evolving capacities, with the appropriate direction and guidance from parents and legal guardians, with the involvement of children, adolescents, youth, communities, educators and health-care providers, that builds informed decision-making, communication and risk reduction skills, develops self-esteem and promotes respectful relationships, as well as services necessary for behaviour change, so as to enable them to develop the life skills required to reduce their vulnerability to HIV infections and reproductive ill health;

Urges Governments, employers' and workers' organizations and other relevant stakeholders, as appropriate, to take measures in and through workplaces to prevent and reduce the transmission of HIV and alleviate its impact by ensuring gender equality and the empowerment of women, including ensuring actions to prevent and prohibit violence, discrimination and harassment in the workplace, in line with the Recommendation concerning HIV and AIDS and the World of Work, 2010 (No. 200), of the International Labour Organization, and facilitate provision of current information on HIV and AIDS through employment programmes and services and in vocational training, especially for youth;
