Remaining alarmed by the high level of impunity with regard to gender-related killing of women and girls and the fact that violence against women and girls is among the least prosecuted and punished crimes in the world,

10. Calls upon States to take immediate and effective action to prevent all forms of violence against women and girls by:

34. Stresses the need for the integration of the rights of children, girls and boys alike, in all policies and programmes and for ensuring the promotion and protection of those rights, especially in areas relating to health, education and the full development of their capacities;

8. Urges States to promote gender-sensitive, empowering educational processes, sensitive to the needs of women and girls, by reviewing and revising, as appropriate, school curricula, educational materials and teacher-training programmes and elaborating policies and programmes of zero tolerance of violence against girls or of harmful practices, including female genital mutilation, placing special emphasis on education about the harmful effects of female genital mutilation, and to further integrate a comprehensive understanding of the causes and consequences of gender- based violence and discrimination against women and girls into education and training curricula at all levels;

25. Urges all States to enact and enforce legislation to protect girls from all forms of violence, discrimination and exploitation in all settings, including female infanticide and prenatal sex selection, female genital mutilation, rape, domestic violence, incest, sexual abuse, sexual exploitation, child prostitution and child pornography, trafficking and forced migration, forced labour and child, early and forced marriage, and to develop age-appropriate safe, confidential and disability- accessible programmes and medical, social and psychological support services to assist girls who are subjected to violence and discrimination;

30. Stresses the need for the integration of the rights of children, girls and boys alike, in all policies and programmes and for ensuring the promotion and protection of those rights, especially in areas relating to health, education and the full development of their capacities;

13. Reaffirms that achieving gender equality, empowering all women and girls, and the full realization of their human rights are essential to achieving sustained, inclusive and equitable economic growth and sustainable development, reiterates the need for gender mainstreaming, including targeted actions and investments in the formulation and implementation of all financial, economic, environmental and social policies, and recommits to adopting and strengthening sound policies and enforceable legislation and transformative actions for the promotion of gender equality and women’s and girls’ empowerment at all levels, to ensure women’s equal rights, access and opportunities for participation and leadership in the economy and to eliminate gender-based violence and discrimination in all its forms;

30. Urges the United Nations system and other international organizations, upon the request of Member States, to support and promote innovative programme responses to ensure women’s access to decent work, to recognize, reduce and redistribute the unequal burden of unpaid care and domestic work, to promote gender- responsive social protection initiatives and measures for women and girls and to support and encourage the scaling-up of existing good practice programmes and initiatives;

(d) Taking action at all levels to address the interlinked root causes of maternal mortality and morbidity, such as poverty, malnutrition, harmful practices, lack of accessible and appropriate health-care services, information and education and gender inequality, and paying particular attention to eliminating all forms of violence against women and girls;

(d) The equal right of women and girls to education without discrimination, the effective functioning of schools throughout the country and the admission of women and girls to educational programmes at all levels;

83. We will work to ensure that the basic health needs of refugee communities are met and that women and girls have access to essential health-care services. We commit to providing host countries with support in this regard. We will also develop national strategies for the protection of refugees within the framework of national social protection systems, as appropriate.

(f) To mainstream a gender perspective into our criminal justice systems by developing and implementing national strategies and plans to promote the full protection of women and girls from all acts of violence, including gender-related killing of women and girls, in accordance with the obligations of parties under the Convention on the Elimination of All Forms of Discrimination against Women 15 and the Optional Protocol thereto, 16 and taking into account the updated Model Strategies and Practical Measures on the Elimination of Violence against Women in the Field of Crime Prevention and Criminal Justice 17 and General Assembly resolutions on the gender-related killing of women and girls;

40. Recognize the need to promote, protect and fulfil the rights of children in child-headed households, in particular those headed by girls, which may result from the death of parents and legal guardians and other economic, social and political realities, and express deep concern that the impact of the AIDS epidemic, including illness and mortality, the erosion of the extended family, the exacerbation of poverty, unemployment and underemployment and migration, as well as urbanization, has contributed to the increase in the number of child-headed households;

(k) To address the gender dimension of all forms of violence against children and incorporate a gender perspective in all policies adopted and actions taken to protect children against all forms of violence, acknowledging that girls and boys face varying risks from different forms of violence at different ages and in different situations, and in this context recalls the agreed conclusions adopted by the Commission on the Status of Women, including those adopted at its fifty-seventh session, 36 on the elimination and prevention of all forms of violence against women and girls;

(a) The repeal of all legislative and other measures that discriminate against women and girls and those that impede the realization of all their human rights;

Recalling its resolutions 66/140 of 19 December 2011 on the girl child and 67/144 of 20 December 2012 on the intensification of efforts to eliminate all forms of violence against women, as well as Human Rights Council resolution 24/23 of 27 September 2013, entitled “Strengthening efforts to prevent and eliminate child, early and forced marriage: challenges, achievements, best practices and implementation gaps”, 1 and all other previous resolutions relevant to child, early and forced marriage,

Recognizing also that girl children are often at greater risk of being exposed to and encountering various forms of discrimination and violence, which continue to hinder efforts towards the achievement of the Millennium Development Goals, and reaffirming the need to achieve gender equality to ensure a just and equitable world for girls, including through partnering with men and boys, as an important strategy for advancing the rights of the girl child,

Acknowledging the important role that men and boys can play in preventing and eliminating violence against women and girls, and further encouraging men and boys to take an active part and become strategic partners and allies in the prevention and elimination of all forms of violence and discrimination against women and girls, and the importance of effectively responding to violence against boys as well, in order to break the intergenerational cycles of violence,

Recognizing that the illicit use of and illicit trade in small arms, light weapons and ammunition aggravate violence, inter alia, against women and girls,

14. Calls upon States to develop, support and implement comprehensive and integrated strategies for the prevention of female genital mutilation, including the training of social workers, medical personnel, community and religious leaders and relevant professionals, and to ensure that they provide competent, supportive services and care to all women and girls who are at risk of or who have undergone female genital mutilation and encourage them to report to the appropriate authorities cases in which they believe that women or girls are at risk;

10. Also calls upon the international community, including Member States, to continue their ambitious efforts to strive for more inclusive, equitable, balanced, stable and development-oriented sustainable socioeconomic approaches to overcoming poverty, and, in view of the negative impact of inequality, including gender inequality, on poverty, emphasizes the importance of structural transformation that leads to inclusive and sustainable industrialization for employment creation and poverty reduction, investing in sustainable agriculture and quality, reli able, sustainable and resilient infrastructure to support economic development and human well-being, with a focus on affordable and equitable access for all, enhancing interconnectivity and achieving access to energy, and improving access to financial services, as well as promoting decent rural employment, improving access to quality education, promoting quality health care, including through the acceleration of the transition towards equitable access to universal health coverage, advancing gender equality and the empowerment of all women and girls, expanding social protection coverage, climate change mitigation and adaptation and combating inequality and social exclusion;

Reaffirming also all other relevant outcomes of major United Nations summits and conferences relevant to the girl child, as well as their five- and ten-year reviews, including the Beijing Declaration 9F 10 and Platform for Action adopted at the Fourth World Conference on Women, the outcome of the twenty-third special session of the General Assembly entitled “Women 2000: gender equality, development and peace for the twenty-first century”, 11F 12 the Programme of Action of the International Conference on Population and Development, 12F 13 the Programme of Action of the World Summit for Social Development 13F 14 and the declaration adopted by the Commission on the Status of Women at its forty-ninth session in 2005, 14F 15 as well as

(aa) Supporting and engaging in partnerships with non-governmental organizations, in particular women’s organizations, and other relevant actors and the private sector to end violence against women and girls and to protect and support women facing or subjected to violence and witnesses;

Reaffirming further that the Convention on the Elimination of All Forms of Discrimination against Women 7 and the Convention on the Rights of the Child, and the Optional Protocols thereto, 9 as well as other relevant conventions and treaties, provide an international legal framework and a comprehensive set of measures for the elimination and prevention of all forms of discrimination and violence against women and girls and for the promotion of gender equality and the empowerment of women,

13. Urges Governments to devise, enforce and strengthen effective gender- and age-sensitive measures to combat and eliminate all forms of trafficking in women and girls, including for sexual and economic exploitation, as part of a comprehensive anti-trafficking strategy that integrates a human rights perspective, and to draw up, as appropriate, national action plans in this regard;

(e) The continuing violence and discrimination against women and girls in law and in practice, despite some minor legislative improvements, and the refusal of the Guardian Council to take steps to address this systemic discrimination, noting in this context its rejection, in August 2003, of the proposal of the elected parliament to accede to the Convention on the Elimination of All Forms of Discrimination against Women; 6

6. Also urges States to condemn all harmful practices that affect women and girls, in particular female genital mutilation, whether committed within or outside a medical institution, to take all necessary measures, including through educational campaigns and by enacting and enforcing legislation to prohibit female genital mutilation, to protect women and girls from this act of violence, to hold perpetrators to account and to put in place adequate accountability mechanisms at the national and local levels, where applicable, in order to monitor progress;

8. Reaffirms that, by readdressing the way cities and human settlements are planned, designed, financed, developed, governed and managed, the New Urban Agenda 7 will help to end poverty and hunger in all its forms and dimensions, reduce inequalities, promote sustained, inclusive and sustainable economic growth, achieve gender equality and the empowerment of all women and girls in order to fully harness their vital contribution to sustainable development, improve human health and well - being, foster resilience and protect the environment;

Recognizing further the need to reinforce efforts regarding the provision of relevant documents, such as birth registration documents, in order to lower the risk of women and girls of being subjected to human trafficking and to help to identify victims of human trafficking,

9. Encourages Governments to consider, inter alia, provisions regarding gender equality and the empowerment of all migrant women and girls, and the tackling of all forms of violence perpetrated against them, in the global compact for safe, orderly and regular migration, which will be negotiated in 2018;
