Emphasizing that all General Assembly and Security Council resolutions
relating to terrorism, in particular General Assembly resolutions 49/60 of
9 December 1994 and 56/1 of 12 September 2001 and Security Council resolutions
1368 (2001) of 12 September 2001 and 1373 (2001) of 28 September 2001,
demonstrate the unity and solidarity of the international community in the face of
the common threat of terrorism and its determination to combat it,
Recognizing the close connection between international terrorism and illicit
arms-trafficking and the illegal movement of nuclear, chemical, biological and other
potentially deadly materials,
Reaffirming the importance of taking all necessary steps to combat terrorism in
all its forms and manifestations,
Noting with concern the lack of sufficient progress in multilateral disarmament
diplomacy,
Determined to build a common response to global threats in the area of
disarmament and non-proliferation,
1.
Reaffirms multilateralism as a core principle in negotiations in the area of
disarmament and non-proliferation with a view to maintaining and strengthening
universal norms and enlarging their scope;
2.
Emphasizes that progress is urgently needed in the area of disarmament
and non-proliferation in order to help maintain international peace and security and
to contribute to global efforts against terrorism;
3.
Calls upon all Member States to renew and fulfil their individual and
collective commitments to multilateral cooperation as an important means of
pursuing and achieving their common objectives in the area of disarmament and
non-proliferation.

A SSISTANCE TO S TATES FOR CURBING THE ILLICIT TRAFFIC IN SMALL ARMS
AND COLLECTING THEM
The General Assembly,
Considering that the proliferation and illicit circulation of and traffic in small
arms impede development, constitute a threat to populations and to national and
regional security and are a factor contributing to the destabilization of States,
Deeply disturbed by the magnitude of the proliferation, illicit circulation and
traffic of small arms in the States of the Sahelo-Saharan subregion,
Noting with satisfaction the conclusions of the United Nations advisory
missions dispatched by the Secretary-General to the affected countries of the
subregion to study the most appropriate way of halting the illicit circulation of small
arms and collecting them,
Welcoming the designation of the Department for Disarmament Affairs of the
Secretariat as a centre for the coordination of all activities of United Nations bodies
concerned with small arms,
