Elimination of domestic violence The Human Rights Council, Guided by the purposes and principles of the Charter of the United Nations, Reaffirming States’ obligations to respect, protect and fulfil all human rights and fundamental freedoms, and reaffirming also the rights and principles with regard to the equality, security, liberty, integrity and dignity of all human beings, Recalling in this regard the Universal Declaration of Human Rights, the International Covenant on Civil and Political Rights, the International Covenant on Economic, Social and Cultural Rights, the Convention on the Elimination of All Forms of Discrimination against Women, the Convention on the Rights of the Child, the Convention on the Rights of Persons with Disabilities, the International Convention on the Elimination of All Forms of Racial Discrimination, the International Convention on the Protection of the Rights of All Migrant Workers and Members of Their Families and the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment, Recalling also the Vienna Declaration and Programme of Action, the Declaration on the Elimination of Violence against Women, the Programme of Action of the International Conference on Population and Development and the Beijing Declaration and Platform for Action, and the outcome documents of their review conferences and other relevant international instruments, Recalling further all relevant resolutions of the General Assembly and the Economic and Social Council, as well as those of the Human Rights Council, relevant resolutions and agreed conclusions of the Commission on the Status of Women and relevant resolutions of specialized agencies of the United Nations system, Stressing that domestic violence is one of the most common and least visible forms of violence and can be perpetrated against anyone, regardless of socioeconomic background and level of education, can take many different forms, including physical, psychological, sexual and economic violence, imminent harm to safety, health or well-being, neglect and the threat of actions, occurs within households, in the private or public sphere, and includes violence that occurs through or is amplified by the use of technology, most often between current or former spouses or partners and those related through blood or intimacy, and that its GE.24-18730 (E)
