on the implementation of the right to development in completing the 2008-2010 three-phase
road map established by the Council in its resolution 4/4,
Taking note of the efforts under way in the framework of the Working Group on the
Right to Development, with a view to completing the tasks entrusted to it by the Council in
resolution 4/4,
1.
Welcomes the report of the Working Group on the Right to Development;1
2.
Takes note with appreciation of the efforts made by the Office of the United
Nations High Commissioner for Human Rights with regard to the promotion,
mainstreaming and realization of the right to development, including the support provided
to the Working Group;
3.
Decides:
(a)
To continue to act to ensure that its agenda promotes and advances
sustainable development and the achievement of the Millennium Development Goals and,
in this regard, lead to raising the right to development, as set out in paragraphs 5 and 10 of
the Vienna Declaration and Programme of Action, to the same level and on a par with all
other human rights and fundamental freedoms;
(b)
To endorse the recommendations of the Working Group as outlined in
paragraphs 45 to 47 of its report;
(c)
To take note of the work of the high-level task force, including its
consolidation of findings and the list of right to development criteria and corresponding
operational sub-criteria;2
(d)
To request the Office of the High Commissioner to seek the views of States
Members of the United Nations and relevant stakeholders on the work of the high-level task
force and the way forward, taking into consideration the essential features of the right to
development, using as reference the Declaration on the Right to Development and
resolutions of the Commission on Human Rights, the Council and the General Assembly on
the right to development;
(e)
To request the Office of the High Commissioner to post on its website all
written contributions by Member States and other stakeholders;
(f)
To request the Chairperson/Rapporteur of the Working Group, assisted by the
Office of the High Commissioner, to prepare two compilations of the submissions received
from Governments, groups of Governments and regional groups, as well as the inputs
received from other stakeholders, and to present both compilations to the Working Group at
its twelfth session;
(g)
That following the consideration by the Working Group of the abovementioned compilations of views, the criteria and corresponding operational sub-criteria,
mentioned in paragraph 3 (c) above, once considered, revised and endorsed by the Working
Group, should be used, as appropriate, in the elaboration of a comprehensive and coherent
set of standards for the implementation of the right to development;
(h)
That the Working Group shall take appropriate steps to ensure respect for and
practical application of the above-mentioned standards, which could take various forms,
including guidelines on the implementation of the right to development, and evolve into a
