- Persons with disabilities are disproportionately affected by inequalities, with significant consequences for individuals, families, communities and societies in general. In order to overcome those inequalities, States must ensure that their national policies and programmes address the needs of persons with disabilities and promote the active participation of their representative organizations in their design, implementation and evaluation. For that purpose, it is necessary to adopt disability-inclusive development strategies that incorporate non-discrimination, accessibility and support measures for persons with disabilities. The United Nations and international cooperation partners should play a crucial role in supporting national efforts for the implementation of disability-inclusive policies, including data collection and monitoring.

- Guaranteeing access to support for persons with disabilities is not only a human rights obligation for States, but also an essential condition to ensure that no one is left behind in the implementation of the 2030 Agenda for Sustainable Development. Even if we advance in the areas of accessibility and non-discrimination, persons with disabilities will always need to have access to support. In fact, without appropriate support to carry out daily activities and participate in society, many persons with disabilities will not be able to exercise their human rights and fundamental freedoms, and will remain at risk of abuse and institutionalization. Support measures are vital to enable persons with disabilities to benefit from all policies and programmes and to live fully in the community on an equal basis with others. States should guarantee the full and equal enjoyment of human rights and fundamental freedoms of persons with disabilities in the provision of support.

- Girls and young women with disabilities have the same sexual and reproductive health and rights as other girls and young women. However they encounter significant obstacles in exercising and accessing those rights, including stigma and stereotypes, restrictive legislation and a lack of child- and disability-appropriate information and services. Moreover, poverty and/or social exclusion deprive them of the necessary knowledge to develop healthy relationships and increase the risk of sexual abuse, sexually transmitted diseases, unintended pregnancies and harmful practices. Grave human rights violations such as forced sterilization, forced abortion and forced contraception are frequent, and the violence experienced by girls and young women with disabilities remains largely invisible.

Mandate, working methods, work plan for the mandate 2015, para. 41

- In accordance with her mandate described by the Human Rights Council in its resolution 26/20, the Special Rapporteur aims to respond to the expectations of a broad range of stakeholders of an acceleration in the advances made in the rights of persons with disabilities. She intends to carry out the mandate in a comprehensive and collaborative manner, working closely with States, the United Nations system, academia, persons with disabilities, their representative organizations and other stakeholders towards concrete results. The mandate is comprehensive and presents a great opportunity for change. In order to ensure the effective implementation thereof, and in a spirit of collaboration, the Special Rapporteur calls out for support in her endeavours with a view to ensuring that her work brings about real change in the lives of persons with disabilities and the realization of their human rights without discrimination and on an equal basis with others.

- Securing the right of persons with disabilities to social protection must be a priority for States and the international community. Inclusive social protection systems, including social protection floors, can contribute significantly to supporting the social participation and inclusion of persons with disabilities by ensuring income security and access to social services. They can also play an important role in fostering the realization of the Sustainable Development Goals for persons with disabilities. For that purpose, States must move away from traditional disability-welfare approaches and turn towards rights-based ones, and must develop comprehensive social protection systems that guarantee benefits and access to services for all persons with disabilities across the life cycle. The inclusion of persons with disabilities in social protection systems is not only a human rights issue, but also a crucial investment for development that States cannot afford to miss.

That represents a unique opportunity to include persons with disabilities adequately across all policies and programmes, as well as to ensure policy coherence and intersectoral coordination. Leaving no persons with disabilities behind requires that all States and relevant stakeholders collaborate to design and implement policies and programmes that are inclusive of persons with disabilities.

- The lack of attention to the above-mentioned situations puts those girls and women in grave danger. States have the power to stop that from happening by establishing legal and policy frameworks that recognize and protect the sexual and reproductive health and rights of girls and young women with disabilities by ending all involuntary and harmful practices affecting them. Moreover, States must support the process of empowerment of those young women and girls to enable them to make autonomous decisions about their sexual and reproductive lives. The attitudes and practices of health-care professionals, service providers, teachers and families must also be revised in line with international human rights standards, as in many cases their responses limit the full enjoyment of rights by girls and young women with disabilities.
