- Domestic workers caring for children, the disabled and ageing people, are a highly vulnerable category of employees, often in the informal sector. About 83 per cent are women or girls, and many are migrant workers. Domestic workers often encounter deplorable working conditions; labour exploitation; extortionate recruitment fees resulting in debt; confiscation of passports; long, unregulated hours of work; lack of privacy; exposure to physical and sexual abuse; and separation from their own families and children. The ILO Domestic Workers Convention (No. 189) calls for States to guarantee decent work for domestic workers, and thus several countries have introduced new protections.

- Women with disabilities face particular barriers in accessing health care for reasons of cost, distance, discriminatory attitudes, and lack of physical access or information. This seriously limits their access to immunization, reproductive health care and cancer screening. In some settings women with disabilities, particularly intellectual disabilities, are subjected to forced sterilization or termination of pregnancy or to long-term contraception, with relatives or doctors taking decisions on their behalf without their informed consent, in violation of their right to exercise legal capacity guaranteed under the Convention on the Rights of Persons with Disabilities.

- When used as beggars, children with disabilities are subject to violence to keep them on the streets, and often suffer physical abuse to attract attention and encourage charity. In schools that are often of low quality, they endure beatings, bullying, neglect and abuse by their peers and by ill-prepared teachers who fail to understand and attend to their special needs. For children placed in institutions with ill-trained, ill-paid and often frustrated staff, in an environment of stigmatizing attitudes in the community, there are increased risks of physical violence and of verbal and emotional abuse.

- For the families of children with disabilities, heavy demands and high stress, lack of support and services, and a deep sense of isolation aggravate the risk of violence within the household. Some families respond with neglect rather than with active violence. Others shield the child from contact with the outside world, including to protect him or her from abuse and stigmatization, sometimes in appalling conditions (such as windowless rooms or hot courtyards). Still others arrange for a "mercy killing" to put an end to the child's perceived suffering, at times as a result of pressure from or upon the advice of other family members or influential actors in the community.

- Children with disabilities are less able than other children to escape the threat of violence or to report the abuses that they have endured. These difficulties become insurmountable when their only point of reference is the abuser, be it a family member, a neighbour or a professional worker on whom they depend. They may be unwilling to complain, fearing that if they do so they will lose the support of caregivers and the attention and affection of those on whom they have come to rely. Access to counselling, reporting and complaint services may be physically difficult to gain.

- In many communities, children with disabilities and with albinism, children without parental care and specially gifted children are the target of witchcraft accusations. Surrounded by social exclusion, stigma, fear, deep isolation and ostracism, they are branded as witches, in itself a form of psychological violence, and exposed to physical attacks and other manifestations of violence, including starvation, abandonment, amputation of body parts, and death. This phenomenon cuts across all social lines and is being reported across regions.

- At the special event convened in the lead-up to the General Assembly thematic debate on the rights of children with disabilities, the high risks of physical, emotional and sexual violence endured by these children were given special attention. The debate reaffirmed the following priorities: - All countries need to enact legislation banning all forms of violence against all children, including those with disabilities; - It is urgent to establish in all countries effective and well-resourced child and disability sensitive counselling, reporting and complaint mechanisms to prevent and address incidents of violence; - It is essential to invest in awareness and information to break the silence around violence against children with disabilities, and develop sound data system and research on child disability and the forms and prevalence of violence to safeguard children's enjoyment of their rights.

- The Internet has the potential to compound and magnify existing vulnerabilities of children at risk, and to add to the challenges they face in the offline world. For marginalized children, including those experiencing social exclusion, those out of school, with disabilities, belonging to minorities or affected by migration, who may have no access to the Internet at home or in school, who may lack guidance and advice from caregivers and who explore the cyberspace on their own, the opportunity to become an empowered digital citizen is seriously limited. Those children will be less likely to enjoy the benefits offered by the online environment or to receive information regarding online safety than their peers, and more likely to face bullying, harassment or exploitation online.

- Certain groups disproportionally exposed to the risk of cyberbullying, for example children with disabilities or special educational needs, are significantly more likely to be bullied than others. Young people with disabilities have indicated that they can be actively discouraged from using the Internet because adults are afraid that they may be bullied or because of concerns about Internet safety. However, those who have participated in consultations on cyberbullying have highlighted the many positive aspects of using the Internet. ICTs and the Internet can help children overcome many of the challenges they may face, including by decreasing social isolation through online participation and the use of social networks. Some children with disabilities expressed the view that using the Internet was liberating and empowering, as it provided a means of dealing with some of their struggles. The Internet allowed them to connect with other people with similar experiences; get support for problems such as bullying from message boards, forums and videos; and build social connections, particularly when they were experiencing social difficulties or isolation.

- According to the United Nations Rules for the Protection of Juveniles Deprived of their Liberty (resolution 45/113, annex, para. 11 (b)) and the Optional Protocol to the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (article 4 (2)), deprivation of liberty is "any form of detention or imprisonment or the placement of a person in a public or private custodial setting which that person is not permitted to leave at will by order of any judicial, administrative or other authority". Such settings may include police custody, remand detention, imprisonment after conviction, administrative detention, involuntary hospitalization, and institutional custody of children, including children with disabilities and those in need of protection.

- The lives of children with disabilities are fraught with stigma, discrimination, cultural prejudices, misperceptions and invisibility. Their capacity and their positive potential are often ignored. - Still, such progress, however significant, needs to be further consolidated. The protection of children from violence cannot be an afterthought. The implementation of the 2030 Agenda requires strengthened partnerships and the mobilization of significant resources. Broad global alliances uniting Governments, civil society, community and religious leaders, the private sector, international organizations and all other actors, including children themselves, are crucial to advancing this process. In addition to the High Time to End Violence against Children initiative, the Special Representative has strongly supported the establishment of significant initiatives promoted with this aim, including the Global Partnership and the Fund to End Violence against Children, SDG Alliance 8.7 to end child labour and the Global Partnership on Children with Disabilities.

- In many cases, the justice system is not child-friendly or disability-sensitive; the challenges faced by a blind child in identifying a sexual offender amply illustrate this. However, in many countries additional barriers persist, including where the legal system fails to recognize the testimony of children with disabilities in court and prevents them from testifying under oath or signing legal documents. Under such circumstances, the conspiracy of silence becomes insurmountable.
