- Persons with disabilities living in poverty in cities commonly live in informal settlements or homeless encampments. The Special Rapporteur has been shocked by the deplorable conditions endured by persons with disabilities in those contexts. Many, including young children and older persons, are left to languish in isolation, sometimes in dark rooms without electricity, hidden from view at the back of the home, without access to community centres, social opportunities or health clinics.

We will promote the development and use of information and communications technology infrastructure, as well as capacity-building, particularly in least developed countries, landlocked developing countries and small island developing States, including rapid universal and affordable access to the Internet. We will promote access to technology and science for women, youth and children. We will further facilitate accessible technology for persons with disabilities.

- There has to be a broader and a more people-centred preventive approach to disaster risk. Disaster risk reduction practices need to be multi-hazard and multisectoral, inclusive and accessible in order to be efficient and effective. While recognizing their leading, regulatory and coordination role, Governments should engage with relevant stakeholders, including women, children and youth, persons with disabilities, poor people, migrants, indigenous peoples, volunteers, the community of practitioners and older persons in the design and implementation of policies, plans and standards. There is a need for the public and private sectors and civil society organizations, as well as academia and scientific and research institutions, to work more closely together and to create opportunities for collaboration, and for businesses to integrate disaster risk into their management practices.

- [Drawing from the principles contained in the Yokohama Strategy for a Safer World: Guidelines for Natural Disaster Prevention, Preparedness and Mitigation and its Plan of Action and the Hyogo Framework for Action, the implementation of the present Framework will be guided by the following principles, while taking into account national circumstances, and consistent with domestic laws as well as international obligations and commitments:] Disaster risk reduction requires an all-of-society engagement and partnership. It also requires empowerment and inclusive, accessible and non discriminatory participation, paying special attention to people disproportionately affected by disasters, especially the poorest. A gender, age, disability and cultural perspective should be integrated in all policies and practices, and women and youth leadership should be promoted. In this context, special attention should be paid to the improvement of organized voluntary work of citizens;

Such programmes should include support mechanisms for the education and counselling of adolescents in the areas of gender relations and equality, violence against adolescents, responsible sexual behaviour, responsible family planning practices, family life, reproductive health, sexually transmitted diseases, HIV infection and AIDS prevention, in accordance with paragraph 7.47 of the Programme of Action. Adolescents and youth themselves should be fully involved in the design and implementation of such information and services, with proper regard for parental guidance and responsibilities. Special attention should be devoted to vulnerable and disadvantaged youth;

- Between December 2006 and 31 May 2011, the Special Rapporteur sent 60 communications related to violations against youth and student defenders. In 34 of the cases reported, the victims were male. In 12 instances, the victims were female. Nine cases concerned victims of both sexes, while in six cases the sex of the victim(s) was not mentioned.

- Early or forced marriage, which is not considered a form of exploitation, makes young girls more vulnerable to mistreatment and exploitation. It often results in their leaving school early and prevents them from acquiring the skills that could make them more independent. When girls flee a marriage, they most often find themselves with no education or source of livelihood, separated from their family environment and, therefore, in a situation of great vulnerability in which one of the sole means of survival is prostitution.

As part of the "Fighting against child exploitation" initiative, young people who were aware of the dangers of grooming and sexual exploitation and were willing to help others came together to create a website that uses fun quizzes, games and stories to convey information (www.faceup2it.org).
