(h) Examined the work carried out for the establishment of structured mechanisms for the advancement of New Caledonians in the civil service, particularly the sovereign civil service;

Recognizing that, thanks to their broad membership and wide scope of application, the United Nations Convention against Transnational Organized Crime 9 and the United Nations Convention against Corruption offer important bases for international cooperation, inter alia, for extradition, mutual legal assistance and confiscation and asset recovery, and that they provide effective mechanisms that should be further utilized and implemented,

1. Takes note of the documents submitted by the Secretary-General on the financing for the biennium 2004–2005 of the International Criminal Tribunal for the Prosecution of Persons Responsible for Genocide and Other Serious Violations of International Humanitarian Law Committed in the Territory of Rwanda and Rwandan Citizens Responsible for Genocide and Other Such Violations Committed in the Territory of Neighbouring States between 1 January and 31 December 1994 1 and the related report of the Advisory Committee on Administrative and Budgetary Questions; 2

Noting the accession by Palestine to several human rights treaties and the core humanitarian law conventions, as well as other international treaties,

Guided by the purposes and principles enshrined in the Charter of the United Nations,

(c) Enable migrants to communicate with their families without delay to inform them that they are alive by facilitating access to means of communication along routes and at their destination, including in places of detention, as well as access to consular missions, local authorities and organizations that can provide assistance with family contacts, especially in cases of unaccompanied or separated migrant children, as well as adolescents;

Considering the importance and effectiveness of confidence-building measures taken at the initiative and with the participation of all States concerned and taking into account the specific characteristics of each region, since such measures can contribute to regional stability and to international peace and security,

Stressing the necessity for the full implementation of all relevant Security Council resolutions,

Considering that such enhanced cooperation between the United Nations and regional arrangements or agencies would promote collective security in accordance with the Charter,

Remaining alarmed by the high level of impunity with regard to gender-related killing of women and girls and the fact that violence against women and girls is among the least prosecuted and punished crimes in the world,

18. Emphasizes the need for States to ensure that perpetrators of attacks committed on their territory against humanitarian personnel and United Nations and associated personnel do not operate with impunity and that the perpetrators of such acts are promptly brought to justice as provided for by national laws and obligations under international law;

Taking note of the report of the Executive Secretary of the United Nations Framework Convention on Climate Change on the work of the Conference of the Parties to the Convention, 10

and its request that all documents submitted to legislative organs, including the Committee on Conferences, by the Secretariat and intergovernmental and expert bodies for consideration and action have conclusions and recommendations in bold print;

(c) To strengthen cooperation in the economic, social and cultural fields.

J. Enterprise risk management and internal control framework

The General Assembly,

Recalling the Plan of Implementation of the World Summit on Sustainable Development (Johannesburg Plan of Implementation) 14 and the outcome document of the United Nations Conference on Sustainable Development, held in Rio de Janeiro, Brazil, from 20 to 22 June 2012, entitled “The future we want”, 15

(d) To identify patterns of failure to respect, protect or fulfil the human rights to safe drinking water and sanitation for all persons without discrimination and to address their structural causes in policymaking and budgeting within a broader framework, while undertaking holistic planning aimed at achieving sustainable universal access, including in instances where the private sector, donors and non-governmental organizations are involved in service provision;

1. Welcomes the report of the Secretary-General on the fifth quinquennial review and appraisal of the World Programme of Action concerning Disabled Persons 4F 5 and his report on the status of the Convention on the Rights of Persons with Disabilities and the Optional Protocol thereto; 5F 6

Welcoming steps to ease the restrictions on movement and access in the West Bank, while stressing the need for further steps to be taken in this regard, and recognizing that such steps would improve living conditions and the situation on the ground and could promote further Palestinian economic development,

Cognizant also of the discussions in the Conference on Disarmament in 2018 under its subsidiary body 5,

22. Welcomes the work of the United Nations High Commissioner for Human Rights to implement the mandate given to her in 2005, in resolution 60/158, and requests the High Commissioner to continue her efforts in this regard;

38. The annual report of the Advisory Committee shall be submitted to the Council at its September session, and be the subject of an interactive dialogue with the Committee Chair. The present provision does not exclude other interaction with the Committee should such opportunities arise and be deemed appropriate by the Council.

19. Decides to give due consideration to the issue of the negative impact of unilateral coercive measures on human rights in its task concerning the implementation of the right to development;

Welcoming resolution 2/14 of 27 May 2016 of the United Nations Environment Assembly of the United Nations Environment Programme, on the illegal trade in wildlife and wildlife products, 8

8. Encourages coastal States to develop ocean policies and mechanisms on integrated management, including at the subregional and regional levels, and also including assistance to developing States in accomplishing these objectives;

4. Also recognizes the important role of family farming and smallholder farming in contributing to the achievement of food security and improved nutrition and the role that family farms play in ensuring global food security, poverty eradication and environmental sustainability, as well as job creation;

4. Requests the Secretary-General, within existing resources and in cooperation with international financial institutions, and organs and organizations of the United Nations system, to assist the Governments of Costa Rica and Nicaragua in identifying their short-, medium- and long-term needs and also to collaborate in the reconstruction efforts undertaken by the Governments of the affected countries.

220. Urges States to cooperate in correcting the shortfall in port waste reception facilities in accordance with the action plan to address the inadequacy of port waste reception facilities developed by the International Maritime Organization;

4. Also expresses concern at the delay experienced by the Secretary-General in deploying and providing adequate resources to some recent peacekeeping missions, in particular those in Africa;
