A/RES/50/214 Page 2 1. Welcomes the timely preparation, and notes the improved format, of the proposed programme budget for the biennium 1996-1997; 2. Reiterates its request that the Secretary-General present in future budget documents appropriate regular budget and extrabudgetary expenditure forecasts to the end of the current biennium to permit comparison with the request contained in the proposed programme budget; 3. Endorses the conclusions and recommendations of the Committee for Programme and Coordination on the programme narrative of the proposed programme budget for the biennium 1996-1997 contained in the report of the Committee on the work of its thirty-fifth session, 2/ without prejudice to the priorities established by the General Assembly, and subject to the provisions of the present resolution; 4. Regrets that the Committee for Programme and Coordination was unable to make recommendations on the programme narratives of some sections during its deliberations at its thirty-fifth session; 5. Reiterates that the activities included in the proposed programme budget must be derived from the medium-term plan for the period 1992-1997 3/ and its revisions as adopted by the General Assembly in its resolutions 45/253 and 47/214 and other relevant intergovernmental decisions, and should be aimed at the full implementation of the mandates, policies and priorities as approved by the Assembly; 6. Stresses the role of the relevant intergovernmental bodies in the consideration of the narrative of the proposed programme budget as well as the necessity for a timely presentation of their recommendations on the budget; 7. Also reiterates the need for the Secretary-General to ensure that resources are strictly utilized for the purposes approved by the General Assembly; 8. Notes with concern that the proposed programme budget did not take into account its resolutions 48/218 A and B of 23 December 1993 and 29 July 1994, respectively, regarding the strengthening of the external oversight control mechanisms; 9. Regrets that, in the proposed programme budget, the SecretaryGeneral failed to respect completely the priorities set forth in resolutions 45/253 and 47/214; 10. Further reiterates that, when formulating the proposed programme budget, the Secretary-General must respect fully the priorities established by the General Assembly; 11.
