A/RES/50/87 Page 2 shaping a common security area, the Conference would henceforth be known as the Organization for Security and Cooperation in Europe, Having examined the report of the Secretary-General of 16 October 1995 on cooperation between the United Nations and the Organization for Security and Cooperation in Europe, 4/ Acknowledging the increasing contribution of the Organization for Security and Cooperation in Europe to the establishment and maintenance of international peace and security in its region through activities in early warning, preventive diplomacy, crisis management, arms control and disarmament, and post-crisis stabilization and rehabilitation measures, and its efforts in supporting the economic dimension, as well as its crucial role in the human dimension, Taking note of the statement of the Budapest Summit of 1994 in which it was agreed that participating States might, in exceptional circumstances, jointly decide that a dispute would be referred to the Security Council on behalf of the Organization for Security and Cooperation in Europe, Welcoming the fact that, since the Budapest Summit of 1994, cooperation between the United Nations and the Organization for Security and Cooperation in Europe has developed further on both the political and organizational levels and that joint efforts in several areas are being undertaken, such as humanitarian activities, monitoring of human rights, election monitoring and the implementation of sanctions regimes, Welcoming also the progress made in the development and consolidation of contacts and cooperation between the United Nations and the Organization for Security and Cooperation in Europe with regard to the activities of the field missions of the latter, Recalling that the Organization for Security and Cooperation in Europe has already established a long-term presence in several countries, including the conflict zones in its region, Stressing the importance of the full implementation of Security Council resolution 855 (1993) of 9 August 1993, as well as the decisions of the Organization for Security and Cooperation in Europe concerning the resumption of the activities of its mission to Kosovo, the Sandžak and Vojvodina in the Federal Republic of Yugoslavia (Serbia and Montenegro), Underlining the possibilities for regional action by the Organization for Security and Cooperation in Europe for the maintenance of international peace and security as provided for under Chapter VIII of the Charter, Welcoming the ongoing work within the framework of the Organization for Security and Cooperation in Europe on the elaboration of a common and comprehensive security model for the Europe of the twenty-first century, Welcoming also the further development of closer contacts between the Organization for Security and Cooperation in Europe and the non-participating Mediterranean States with special regard to their seminar at Cairo on the 4/ 96-76273 A/50/564. /...
