The Office of the United Nations High Commissioner for Human Rights has issued guidance on improving accountability and access to remedy for victims of business-related human rights abuse. It underlines the role of solid legal frameworks, which make it possible to hold companies criminally accountable for their actions, including when committed by third parties but with their contribution, through adequate procedures and deterring sanctions, effective enforcement mechanisms, coherent policy packages and support for victims in accessing remedies (see A/HRC/32/19).

- Demands for truth, justice, reparation and guarantees of non-recurrence from victims of past large-scale or systematic cases of illegal adoptions continue to be ignored and inadequately addressed by States. Public instances of recognition of past wrongdoing are rare, depend on the willingness of those responsible and do not entail concrete action. In addition, public inquiries to establish the truth and recognize the experiences of victims have been incomplete and have failed to address the concerns of all victims. Consequently, in many cases, victims' demands for acknowledgement, apology and redress are yet to be met.

- Complaints mechanisms serve various purposes, including ensuring the protection of victims and the prevention of renewed acts of violence. Some mechanisms are designed to impose criminal sanctions on the offender. Others, including within school, social-welfare, law-enforcement and correctional systems, impose administrative responsibility in order to deter future acts of violence, or are designed to compensate the victim for damages suffered. - Climate-related catastrophes are caused by extreme weather events that may trigger or exacerbate natural disasters, such as tropical storms and windstorms. Climate change may also create or exacerbate conditions in which health pandemics are more rapidly transmitted.

- Using a human rights-based approach, the Social Protection Floor Initiative, a United Nations joint initiative led by ILO and the World Health Organization (WHO), acknowledges the importance of social justice for human dignity and social cohesion and emphasizes the right of everyone to an adequate standard of living, paying particular attention to vulnerable groups and the protection and empowerment of people across the life cycle. - Effective strategies take a systemic approach and include the coordinated strengthening of protective factors and mitigation of risk factors. Throughout her mandate, the Special Rapporteur has consistently emphasized the need for comprehensive approaches that contribute to system-building by ensuring adequate legislation, a sound institutional framework, effective policies, delivery of quality services, and promotion of protective social norms. Responses therefore work in synergy and are mutually reinforcing when adequately coordinated.
