- The Special Representative underlines the continuing importance of efforts to protect education in conflict situations, such as the dedication of the Nobel laureate Malala Yousafzai, the work of the United Nations Special Envoy for Global Education, the No Lost Generation initiative by the United Nations and its partners for children affected by the conflict in the Syrian Arab Republic, the Oslo Summit on Education for Development, the Incheon Declaration, the planned data hub project by Protect Education in Insecurity and Conflict on global attacks on education, and the Children of Peace initiative of the European Union. With 39 million children and adolescents deprived of education owing to conflict and internal and cross-border displacement, however, those efforts are only a small step towards the goal of safeguarding universal education for those affected by conflict.

- Building on this foundation, the two Special Representatives organized a commemorative event to mark the tenth anniversary of the adoption of the Protocols and launch a global campaign aiming at the universal ratification of the Optional Protocols by 2012, the year of the tenth anniversary of their entry into force. The campaign was launched on 25 May 2010 in New York, with the Secretary-General, and is promoted in close cooperation with UNICEF, OHCHR, the Committee on the Rights of the Child and the Special Rapporteur on the sale of children, child prostitution and child pornography. The goal of universal ratification has been widely endorsed by high-level international conferences, including the Third World Congress against Sexual Exploitation of Children and Adolescents (Rio de Janeiro, 2008), and is supported by international human rights bodies and a wide network of civil society organizations.

- The protection of children from violence is a key dimension of the UNICEF mandate. In this context, firm collaboration has been pursued with the Fund at Headquarters and across regions to advance the follow-up to the United Nations study recommendations and to mainstream the protection of children from violence in national policy agendas. A critical aspect of this process is the follow-up to the Third World Congress against Sexual Exploitation of Children and Adolescents. In this connection, the Special Representative took part in the review meeting of the Organizing Committee, held in Bangkok in October 2010. The meeting, organized with the participation of UNICEF, the Governments of Brazil and Thailand, ECPAT International, other civil society organizations and young representatives from the Mekong region, highlighted the urgency of accelerating progress in the implementation of the Rio de Janeiro Call for Action, and achieving the time-bound targets agreed upon by the Congress, in the overall framework of the study follow-up and the Special Representative's mandate.

- With this in mind, the Special Representative will conduct a global survey to map and assess progress in the implementation of the study recommendations. - The process is exacerbated by weak rule of law, poor law enforcement, corruption and a generalized fear of retaliation, resulting in crimes going unreported, low numbers of convictions and a profound sense of impunity. That pattern is particularly serious when children and adolescents are subject to State violence, carried out by law enforcement agents or by private security guards acting with the consent or tolerance of government entities. Enforced disappearances, extrajudicial executions, torture or arbitrary detention make it particularly hard for those children to access effective child protection mechanisms, seek redress and combat impunity. That only deepens the fear that prevents many victims from reporting violence and increases their lack of confidence in the justice system.

- Hateful or otherwise harmful material. Easily accessible material available on the Internet may encourage, tacitly or explicitly, harmful attitudes and behaviour among children and adolescents. Children's exposure to online information that addresses suicide, eating disorders such as anorexia or bulimia, dangerous games that put life at risk, and drug use are additional reasons for concern.

- The Twelfth Ibero-American Conference of Ministers Responsible for Children and Adolescents, held in June 2010 in Buenos Aires, provided an important platform to strengthen children's protection from violence. The Buenos Aires Declaration recommended the development of effective laws and policies to combat violence against children, in line with the recommendations of the United Nations study. - Young people have also been crucial partners in the campaign for the universal ratification of the Optional Protocols to the Convention on the Rights of the Child. In MERCOSUR, the June 2013 session of Ministers of Foreign Affairs and High Authorities on Human Rights included a meeting devoted to the Optional Protocol on a communications procedure, with the participation of a young Salvadoran, representing the Latin America Network of Children and Adolescents. In his address, he emphasized the crucial value of the Protocol to young people. Recognizing its special relevance for child victims of human rights violations, who desperately need to have access to justice and effective and safe remedies, he called on all States to speed up the ratification of the Protocol and to consolidate the protection of children's rights in the region.

- According to significant research conducted in Europe by EU Kids Online, more than 70 per cent of children 9 to 16 years old use the Internet; in some countries this figure rises to more than 90 per cent. In a recent survey conducted with adolescents in nine countries in Latin America, the vast majority recognized the potential of the Internet for enjoying access to cultural activities, supporting their studies and carrying out group work for school through virtual connections; and significantly, more than 80 per cent considered quality access to the Internet as a fundamental human right. As many of them highlighted, "technology is not bad; it depends on the use one makes of it".

- Over the past year, significant strides have been made in the process of consolidating regional commitments. In the Americas, the twenty-first Pan-American Child and Adolescent Congress of the Organization of American States on the theme of "Childhood: building environments of peace," hosted by the Government of Brazil, was devoted to the protection of children from violence, including in the context of juvenile justice, and from sexual exploitation. The Congress reiterated the commitment of the continent to using the United Nations study on violence against children as an indispensable reference for action, including securing strong national laws, plans and programmes; mobilizing adequate resources; consolidating data; strengthening awareness-raising initiatives; and greater investment in violence prevention.

- The direct effects of armed violence in the community include physical injuries and psychological harm, as well as deaths. Homicides have a young face. According to the United Nations Office on Drugs and Crime, homicide claims some 36,000 children under the age of 15 each year (8 per cent of all victims) and about 43 per cent of all homicides are of adolescents and young people aged between 15 and 29. Overall, 40 per cent of homicides are from firearms; however among children and youths killed in the Americas that figure is almost 70 per cent. As regards non-lethal injuries, it is estimated that for every youth homicide, between 20 and 40 young people receive hospital treatment for violence.

- The Pan-American Congress was preceded by a civil society forum and included, for the first time, a Pan-American Forum on Children and Adolescents. - The situation of these children remains surrounded by stigma. There is little information on those deprived of liberty and on the reasons behind their detention; independent monitoring mechanisms are seldom available to safeguard their protection and address their complaints. Sensationalistic information and ill perception of growing juvenile delinquency build social pressure to criminalize children and adolescents, and for the introduction of an increasingly lower minimum age of criminal responsibility and harsher measures of deprivation of liberty. As a result, a culture of tolerance to violence against children persists, and the fight against impunity for acts of violence against children is confronted with renewed challenges. These are critical concerns that the Special Representative will address in the context of her mandate, missions and supported regional initiatives.

- The survey was partly based on a questionnaire prepared in 2004 during the development of the Study, and aligned with the Study's 12 overarching recommendations.
