- Preparing children who have remained with their mothers in prison for integration back into society is a crucial step towards their ability to adjust to life outside, particularly for those who were born in prison or have no memory of life before prison. One report on India states that Many children born in prison have never experienced normal family life up to the age of four-five years. The socialization pattern of children gets severely affected due to their stay in prison. Their only image of a male authority figure is that of the police and prison officials. They are unaware of the concept of a "home". Boys sometimes talk in the female gender, having grown up only among women in the female ward. Sights like animals on roads frighten these children because of lack of exposure to the outside world.

- Education is considered to be the strongest predictor of the age at which a girl will be married. According to UNICEF, in Nicaragua, 45 per cent of uneducated girls are married before the age 18 of years, compared to 28 per cent of girls having completed primary education, 16 per cent of girls having completed secondary education and 5 per cent of girls having completed higher education. In Mozambique, approximately 60 per cent of uneducated girls are married by the age of 18 years, compared to 10 per cent of girls having completed secondary education and less than 1 per cent of girls having completed higher education.

- The Special Rapporteur is particularly concerned about the high number of children in domestic work (see section 2c). Children are often sought for domestic work as they are seen as cheaper, less demanding and easier to control than adults. There are large numbers of child domestic workers in all continents, with the highest number probably residing in Asia. For example, ILO reports that 175,000 children under 18 are employed in domestic service in Central America, more than 688,000 in Indonesia, 53,942 children under 15 in South Africa and 38,000 children between 5 and 7 in Guatemala. Girls constitute the vast majority of child domestic workers (90 per cent according to some estimates). According to ILO, more girls under 16 years are in domestic service than in any other category of child labour.

- Labour law. In many countries, domestic workers are not legally recognized as "workers" entitled to labour protection. A number of premises and special definitions are used to exclude domestic workers from the protection of labour laws, including the consideration that they work for private persons, who are not considered to be "employers". Equally, traditional perceptions of domestic work as tasks associated with unpaid work in the home performed by women and girls as well as traditional perceptions of domestic workers as either being "family helpers" often militate against the extension of national labour law to effectively cover domestic work. Because of their de facto and/or de jure, "unrecognized" status as "workers", domestic workers are unable to exercise the rights and freedoms granted by labour law to other workers.

- The Commission notes that with regard to Millennium Development Goal 2 (achieving universal primary education), significant progress has been made in net primary school enrolments and towards eliminating gender disparity in primary education enrolment, but expresses concern that the heavy focus on numbers has resulted in less focus on completion, educational quality and learning outcomes. The Commission further notes the lack of progress in closing gender gaps in access to, retention in and completion of secondary education, which has been shown to contribute more strongly than primary school attendance to the achievement of gender equality, the empowerment of women, and the human rights of women and girls and several positive social and economic outcomes. The majority of youth lacking basic education are young women. Notwithstanding the progress made more needs to be done where progress remains uneven within groups and between countries to achieve the targets by 2015.

- The Commission recognizes that despite progress made, significant gaps and challenges remain in fulfilling commitments and bridging the implementation gap in addressing the scourge of violence against women and girls. - The Commission notes and expresses deep concern with regard to Millennium Development Goal 1 (eradicating extreme poverty and hunger), that poverty impedes women's empowerment and progress towards gender equality, and that the feminization of poverty persists, and recognizes that significant gender gaps in employment rates and wages persist. The Commission is concerned that owing to, inter alia, socioeconomic inequalities and persistent discrimination in labour markets, women are more likely than men to be in precarious, vulnerable, gender-stereotyped and low paying forms of employment; bear a disproportionate share of unpaid care work; be engaged in the informal economy; and have less access to full and productive employment and decent work, social protection and pensions, which increases their risk of poverty, relative to men, particularly if they are living in households without other adult earners. It further notes that discriminatory norms contribute to women's and girls' greater vulnerability to extreme poverty, food insecurity and malnutrition and that girls and older women each face different and particular challenges. The Commission notes that current poverty measures do not adequately reflect women's vulnerability to poverty, owing to inadequate data, inter alia, on income distribution within households. The Commission is further concerned that the targets on hunger also remain unmet, with adverse consequences for the health, livelihoods and well-being of women and girls. It notes the importance of food security and nutrition for achieving goal 1 and the need to address gender gaps in the fight against hunger, and recognizes that insufficient priority is given to addressing malnutrition in women and girls.

HIV/AIDS] (d) Address the underlying and root causes of the feminization of HIV/AIDS, and take appropriate measures to provide a supportive and socially inclusive environment for girls infected with, and affected by, HIV/AIDS, including by providing appropriate counselling and psychosocial support, ensuring their enrolment in school and equal access to shelter, nutrition, health and social services and taking effective measures to eliminate stigmatization, discrimination, violence, exploitation and abuse on the basis of HIV or AIDS status;
