- [The Commission urges governments, at all levels[...] to take the following actions:] [Strengthening multisectoral services, programmes and responses to violence against women and girls]: (ddd) Establish comprehensive, coordinated, interdisciplinary, accessible and sustained multisectoral services, programmes and responses at all levels, and with the support of all available technologies, for all victims and survivors of all forms of violence against women and girls based on their needs, that are adequately resourced and include effective and coordinated action by, as appropriate, police and the justice sector, legal aid services, health-care services, including sexual and reproductive health, and medical, psychological and other counselling services, including specialist services as appropriate, State and independent women's shelters and counselling centres, 24-hour hotlines, social aid services, one-stop crisis centres, immigration services, child services, public housing services to provide low threshold, easy to reach and safe assistance for women and children, as well as assistance, protection and support through access to long-term accommodation, educational, employment and economic opportunities, and take steps to ensure the safety and security of health-care workers and service providers who assist and support victims and survivors of violence, and in cases of girl child victims ensure that such services and responses take into account the best interests of the child;

- It is essential to define, at the national, regional and local levels, a family support policy that is based on the principle of equal sharing of family responsibilities and is consistent with the policies for promoting equality in the labour market and protecting the rights of the child. Particular attention should be paid to single-parent families. There is a need, where necessary, to revise legislation so that women are no longer defined as "minors" and/or dependants and to ensure that they enjoy the same access to resources as men.

- The consistent efforts of the international community in promoting gender equality through the convening of world conferences on women are recalled. It should also be recalled that the Vienna Declaration and Programme of Action adopted by the World Conference on Human Rights, the Beijing Declaration and Platform for Action adopted at the Fourth World Conference on Women and the outcome document of the twenty-third special session of the General Assembly entitled “Women 2000: gender equality, development and peace for the twenty-first century”, emphasize that all human rights of women and of the girl child are an inalienable, integral and indivisible part of universal human rights. The Platform for Action reaffirms that all human rights — civil, cultural, economic, political and social, including the right to development, are universal, indivisible, interdependent and interrelated.

- The Commission recognizes that caregiving work at the household, family and community levels includes the support and care of children, older persons, the sick, persons with disabilities, and caring associated with family kinship and community responsibilities, which is affected by factors such as size of household and number and age of children, with significant differences between developed and developing countries in the availability of infrastructure and services supporting caregiving. The Commission also recognizes that gender inequality and discrimination contribute to the continuing imbalance in the division of labour between women and men and perpetuate stereotypical perceptions of men and women. The Commission further recognizes that changes in demographics in ageing and youthful societies, and in the context of HIV/AIDS, have increased the need for, and scope of, care.

- The Commission also recognizes that the difficult socio-economic conditions that exist in many developing countries, particularly the least developed countries, have resulted in the acceleration of the feminization of poverty and that in situations of poverty girl children are among those most affected. In this regard, the Commission stresses that achieving the Millennium Development Goals by 2015 and all other agreed development goals is a global effort and an essential element in improving the situation of girl children and ensuring their human rights. The Commission further recognizes that, as part of urgent national and international action required to eradicate poverty, investing in the development of girls is a priority in and of itself and has a multiplier effect, in particular on productivity, efficiency and sustained economic growth.
