[Calls upon all States to take all necessary measures, including by enacting and enforcing legislation and, where appropriate, formulating comprehensive, multidisciplinary and coordinated national plans, policies, programmes or strategies to promote and protect the human rights of the girl child, in order to:] Involve girls and their representative organizations in decision-making processes, as appropriate, and include them as full and active partners in identifying their own needs and in developing, planning, implementing and assessing policies and programmes to meet those needs;
