Full realization of access to medicines requires the fulfilment of key elements of availability, accessibility, acceptability and quality. The report therefore utilizes these key elements in examining national and international determinants of access to medicines. In the first section of the report, the Special Rapporteur reviews the international legal framework as it applies to access to medicines. In the second section, he identifies key determinants of access to medicines and discusses challenges and good practices with respect to each aspect. The substantive issues outlined in this section include: local production of medicines, price regulations, medicines lists, procurement, distribution, rational and appropriate use and quality of medicines. The Special Rapporteur concludes the report with specific recommendations for promoting access to medicines in accordance with the framework of the right to health. * Late submission. GE.13-13508
