All the countries of the region claim that HIV education is included at the secondary level; six of them claim that it is included at the primary level and 13 include it in teacher training. However, in some countries of the region, sexual education is limited to its biological or moral aspects, ignoring the broad range of areas in which it affects people's lives.51

Vision of the mandate 2014, para. 1

- The mandate of the Special Rapporteur on the right to food was established by the Commission on Human Rights in resolution 2000/10. In September 2007, the Human Rights Council, in resolution 6/2, reviewed and extended the mandate for three years. In resolution 6/2, the Council instructed the Special Rapporteur to: (a) promote the full realization of the right to food and the adoption of measures at the national, regional and international levels for the realization of the right to food; (b) examine ways and means of overcoming obstacles to the realization of the right to food; (c) continue mainstreaming a gender perspective and take into account an age dimension in the fulfilment of the mandate; (d) submit proposals that could help the realization of Millennium Development Goal 1; (e) present recommendations on possible steps towards achieving progressively the full realization of the right to food; (f) work in close cooperation with all States, intergovernmental and non governmental organizations, the Committee on Economic, Social and Cultural Rights and other relevant actors to take fully into account the need to promote the effective realization of the right to food for all; and (g) continue participating in and contributing to relevant international conferences and events with the aim of promoting the realization of the right to food. The mandate of the Special Rapporteur was subsequently endorsed by the Council in resolutions 13/4 and 22/9, renewing the mandate for periods of three years.

- In reality, State, intergovernmental and civil society practices vary markedly in the age groups, gender balance, intensity and location of those targeted. Disturbingly, monitoring and evaluating practice and programmes is limited. It is also clear from evidence that their “success” is by no means consistent. The Special Rapporteur urges more sharing of best practice and draws attention to the importance of regional answers to regional needs. Regions might also consider developing a global dimension in their curriculum; this would help develop an awareness of near neighbours in order to promote greater understanding and create the basis for mutual learning within the region.

- It has been argued that an optional protocol or a new convention on violence against women should be viewed as long-term measures to be implemented if the general recommendations of CEDAW, the Declaration and the Special Rapporteur proved ineffective. Others have argued that the Declaration, as opposed to a convention on the elimination of violence against women, was adopted because of fears of confusion between the scope of the Convention on the Elimination of All Forms of Discrimination against Women and a new binding treaty on violence against women; fears that a new binding instrument might run the risk of limited ratification; and also because of concerns about the expense of implementing a new binding instrument.

Integrating non-discrimination and equality into the post-2015 development agenda for water, sanitation and hygiene 2012, para. 17

- The target on water and sanitation, for example, has encouraged Governments to allocate resources towards improving access to water. In recent years, there is more attention to access to sanitation, in part owing to its notorious status as one of the ''most off track'' of the targets. Monitoring of issues such as open defecation has moved policymakers to recognize significant issues relating to dignity, health and human rights. Some Governments have initiated campaigns to eradicate open defecation practices. As such, in her country missions, the Special Rapporteur has observed that the monitoring of access to water and sanitation services has provided decisive information to encourage and convince Governments, policymakers and donors to revisit their policies and to engage more effectively with the water and sanitation sector, in order to ensure the provision of services.

Sustainability and non-retrogression in the realisation of the rights to water and sanitation 2013, para. 80

- Donors increasingly advocate for comprehensive systems for monitoring the sustainability of water and sanitation interventions. Some seek to include a sustainability clause in their contracts with implementers as a means to verify whether sustainability criteria are being met. Similarly, the United Nations Children's Fund (UNICEF) has developed sustainability checks aimed at auditing the water supply and open-defecation-free status of communities after the project has ended. These checks examine several institutional, social, technical and financial indicators to measure sustainability. From a human rights perspective, it is crucial to complement such tools with equality criteria to ensure that all in society benefit. Moreover, such sustainability checks must not be perceived as a donor-driven initiative applied on a project level, but must be incorporated more broadly in the sector.
