- The Commission recognizes that violence against women has both short- and long-term adverse consequences on their health, including their sexual and reproductive health, and the enjoyment of their human rights, and that respecting and promoting sexual and reproductive health, and protecting and fulfilling reproductive rights in accordance with the Programme of Action of the International Conference on Population and Development, the Beijing Platform for Action and the outcome documents of their review conferences, is a necessary condition to achieving gender equality and the empowerment of women in order to enable them to enjoy all their human rights and fundamental freedoms, and to prevent and mitigate violence against women.

- The Commission recognizes that gender inequalities still exist and are reflected in imbalances of power between women and men in all spheres of society. The Commission further recognizes that everyone benefits from gender equality and that the negative impacts of gender inequality are borne by society as a whole, and emphasizes, therefore, that men and boys, through taking responsibility themselves and working jointly in partnership with women and girls, are essential to achieving the goals of gender equality, development and peace. The Commission recognizes the capacity of men and boys in bringing about changes in attitudes, relationships and access to resources and decision-making which are critical for the promotion of gender equality and the full enjoyment of all human rights by women.

- [Actions to be taken by Governments, the United Nations system and civil society, as appropriate]: Call upon the international community, relevant agencies, funds and programmes of the United Nations system and intergovernmental and non-governmental organizations to intensify their support of national efforts against HIV/AIDS, particularly in favour of women and young girls, including efforts at providing affordable antiretroviral drugs, diagnostics and drugs to treat tuberculosis and other opportunistic infections; strengthening health systems, including reliable distribution and delivery systems; implementing a strong generic drug policy; bulk purchasing; negotiating with pharmaceutical companies to reduce prices; appropriate financing systems; and encouraging local manufacturing and import practices consistent with national laws and international agreements, and particularly in the worst hit regions in Africa and where the epidemic is severely setting back national development gains;
