- [The Commission urges governments, at all levels[...] to take the following actions:] [Strengthening implementation of legal and policy frameworks and accountability]: Take appropriate measures to address the root factors, including external factors, that contribute to trafficking in women and girls; prevent, combat and eliminate trafficking in women and girls by criminalizing all forms of trafficking in persons, in particular for the purpose of sexual and economic exploitation, as well as by strengthening existing civil and criminal legislation with a view to providing better protection of the rights of women and girls and by bringing to justice and punishing the offenders and intermediaries involved, including public officials, by protecting the rights of trafficked persons and preventing revictimization; take appropriate measures to ensure that identified victims of trafficking in persons are not penalized for having been trafficked; provide identified victims of trafficking appropriate protection and care, such as rehabilitation and reintegration in society, witness protection, job training, legal assistance, confidential health care and repatriation with the informed consent of the trafficked person, regardless of their participation in any legal proceeding; and accelerate public awareness, education and training to discourage the demand that fosters all forms of exploitation;

- The Commission also reaffirms that States have primary responsibility for promoting gender equality and the empowerment of women and girls and that gender mainstreaming and national machineries are necessary and play a critical role in the implementation of the Beijing Declaration and Platform for Action and that, in order for national machineries to be effective, a strong institutional framework with clear mandates, location at the highest possible level, accountability mechanisms, partnership with civil society, a transparent political process, adequate financial and human resources and continued strong political commitment are crucial.

- The Commission further recognizes that progress on the Millennium Development Goals for women and girls has been limited owing to the lack of systematic gender mainstreaming and integration of gender perspective in the design, implementation, monitoring and evaluation of the Goals. The Commission also recognizes that effective gender-responsive monitoring of the Goals has been limited owing to a lack of investment in and the consistent collection and use of reliable, integrated gender indicators, statistics and data, disaggregated by sex, age, disability, location and other relevant factors, and that goals, targets and indicators, including gender-sensitive indicators, are valuable in measuring and accelerating progress and are enhanced by voluntarily sharing information, knowledge and experience. The Commission acknowledges in this regard the importance of civil registration systems and vital statistics.

- The Commission reaffirms the importance of significantly increased investment to close resource gaps for achieving gender equality and the empowerment of all women and girls, including women's economic empowerment, through, inter alia, the mobilization of financial resources from all sources, including domestic and international resource mobilization and allocation, the full implementation of official development assistance commitments and combating illicit financial flows, so as to build on progress achieved and strengthen international cooperation, including North-South, South-South and triangular cooperation, bearing in mind that South-South cooperation is not a substitute for, but rather a complement to, North-South cooperation.

- The consistent efforts of the international community in promoting gender equality through the convening of world conferences on women are recalled. It should also be recalled that the Vienna Declaration and Programme of Action adopted by the World Conference on Human Rights, the Beijing Declaration and Platform for Action adopted at the Fourth World Conference on Women and the outcome document of the twenty-third special session of the General Assembly entitled “Women 2000: gender equality, development and peace for the twenty-first century”, emphasize that all human rights of women and of the girl child are an inalienable, integral and indivisible part of universal human rights. The Platform for Action reaffirms that all human rights — civil, cultural, economic, political and social, including the right to development, are universal, indivisible, interdependent and interrelated.

- The Commission also urges all States and all other stakeholders to undertake comprehensive national- and regional-level reviews of the progress made and challenges encountered in the implementation of the Beijing Declaration and Platform for Action and the outcomes of the twenty-third special session of the General Assembly so that the outcomes of these reviews can effectively feed into its fifty-ninth session, to be held in 2015. The Commission especially encourages all stakeholders to analyse current challenges and identify opportunities for accelerating actions to achieve gender equality, the empowerment of women and the realization of human rights of women and girls and to undertake appropriate commemorative activities for the twentieth anniversary of the Fourth World Conference on Women.

- [The Commission [...] urges Governments, at all levels [...] to take the following actions:] [Strengthening normative, legal and policy frameworks]: Accelerate the full and effective implementation of the Beijing Declaration and Platform for Action, the Programme of Action of the International Conference on Population and Development and the outcomes of their review conferences as a foundation for sustainable development, gender equality and the empowerment of all women and girls, and compliance of States Parties with the Convention on the Elimination of All Forms of Discrimination against Women and the Convention on the Rights of the Child and the Optional Protocols thereto, as well as other relevant conventions and treaties;
