- The Commission notes and expresses deep concern with regard to Millennium Development Goal 1 (eradicating extreme poverty and hunger), that poverty impedes women's empowerment and progress towards gender equality, and that the feminization of poverty persists, and recognizes that significant gender gaps in employment rates and wages persist. The Commission is concerned that owing to, inter alia, socioeconomic inequalities and persistent discrimination in labour markets, women are more likely than men to be in precarious, vulnerable, gender-stereotyped and low paying forms of employment; bear a disproportionate share of unpaid care work; be engaged in the informal economy; and have less access to full and productive employment and decent work, social protection and pensions, which increases their risk of poverty, relative to men, particularly if they are living in households without other adult earners. It further notes that discriminatory norms contribute to women's and girls' greater vulnerability to extreme poverty, food insecurity and malnutrition and that girls and older women each face different and particular challenges. The Commission notes that current poverty measures do not adequately reflect women's vulnerability to poverty, owing to inadequate data, inter alia, on income distribution within households. The Commission is further concerned that the targets on hunger also remain unmet, with adverse consequences for the health, livelihoods and well-being of women and girls. It notes the importance of food security and nutrition for achieving goal 1 and the need to address gender gaps in the fight against hunger, and recognizes that insufficient priority is given to addressing malnutrition in women and girls.

- The Commission is concerned about the growing feminization of poverty and reiterates that eradicating poverty is the greatest global challenge facing the world today, and an indispensable requirement for sustainable development, in particular for developing countries, including the least developed countries. - The Commission also recognizes that the difficult socio-economic conditions that exist in many developing countries, particularly the least developed countries, have resulted in the acceleration of the feminization of poverty and that in situations of poverty girl children are among those most affected. In this regard, the Commission stresses that achieving the Millennium Development Goals by 2015 and all other agreed development goals is a global effort and an essential element in improving the situation of girl children and ensuring their human rights. The Commission further recognizes that, as part of urgent national and international action required to eradicate poverty, investing in the development of girls is a priority in and of itself and has a multiplier effect, in particular on productivity, efficiency and sustained economic growth.

The Commission notes the universal context of gender equality and recognizes that almost 15 years after the Millennium Development Goals were launched, no country has achieved equality for women and girls and significant levels of inequality between women and men persist, although the Goals are important in efforts to eradicate poverty and of key importance to the international community. The Commission reaffirms the vital role of women as agents of development and recognizes that gender equality and the empowerment of women must be achieved to realize the unfinished business of the Goals and accelerate sustainable development beyond 2015.

- Obstacles. The persistence of poverty, discriminatory attitudes towards women and girls, negative cultural attitudes and practices against girls, as well as negative stereotyping of girls and boys, which limits girls' potential, and inadequate awareness of the specific situation of the girl child, child labour and the heavy burden of domestic responsibilities on girls, inadequate nutrition and access to health services, and lack of finance, which often prevent them from pursuing and completing their education and training, have contributed to a lack of opportunities and possibilities for girls to become confident and self-reliant, and independent adults. Poverty, lack of parental support and guidance, lack of information and education, abuse and all forms of exploitation of, and violence against, the girl child in many cases result in unwanted pregnancies and transmission of HIV, which may also lead to a restriction of educational opportunities. Programmes for the girl child were hindered by a lack of or an insufficient allocation of financial and human resources. There were few established national mechanisms to implement policies and programmes for the girl child and, in some cases, coordination among responsible institutions was insufficient. The increased awareness of the health needs, including the sexual and reproductive health needs, of adolescents has not yet resulted in sufficient provision of necessary information and services. Despite advances in legal protection, there is increased sexual abuse and sexual exploitation of the girl child. Adolescents continue to lack the education and service needed to enable them to deal in a positive and responsible way with their sexuality.

- [Urges Member States, in collaboration with the organizations of the United Nations system and civil society, as appropriate, to continue their efforts to implement the outcome of and to ensure an integrated and coordinated follow-up to the relevant United Nations conferences and summits, including their reviews, and to attach greater importance to the improvement of the situation of rural women and girls, in their national, regional and global development strategies by, inter alia:] Integrating a gender perspective into the design, implementation and evaluation of and follow-up to development policies, plans and programmes, including budget policies, where lacking, ensuring coordination between line ministries, gender policymakers, gender machineries and other relevant government organizations and institutions with gender expertise, and paying increased attention to the needs of rural women to ensure that they benefit from policies and programmes adopted in all spheres and that the disproportionate number of rural women living in poverty is reduced;
