- Governments, in partnership with the private sector and other actors of civil society, should strive to eradicate poverty, especially the feminization of poverty, to change production and consumption patterns and to create sound, well-functioning local economies as the basis for sustainable development, inter alia, by empowering the local population, especially women. It is also important for women to be involved in urban planning, in the provision of basic facilities and communication and transport networks, and in policies concerned with safety. International cooperation should be strengthened to achieve this end.

- While globalization has brought greater economic opportunities and autonomy to some women, many others, owing to the deepening inequalities among and within countries, have been marginalized and deprived of the benefits of this process. Globalization should be fully inclusive and equitable. To that end, there is a strong need for policies and measures at the national and international levels, formulated and implemented with the full and effective participation of developing countries and countries with economies in transition to help them respond effectively to those challenges and opportunities. Further efforts at the national and international levels should be made to eliminate the obstacles facing the integration of developing countries in the global economy.

- The Commission also recognizes that the difficult socio-economic conditions that exist in many developing countries, particularly the least developed countries, have resulted in the acceleration of the feminization of poverty and that in situations of poverty girl children are among those most affected. In this regard, the Commission stresses that achieving the Millennium Development Goals by 2015 and all other agreed development goals is a global effort and an essential element in improving the situation of girl children and ensuring their human rights. The Commission further recognizes that, as part of urgent national and international action required to eradicate poverty, investing in the development of girls is a priority in and of itself and has a multiplier effect, in particular on productivity, efficiency and sustained economic growth.

- The Commission on the Status of Women recalls and reiterates the strategic objectives and actions of the Beijing Platform for Action and the outcome document adopted at the twenty-third special session of the General Assembly entitled “Gender equality, development and peace in the twenty-first century”, which emphasized the multidimensional nature of poverty and identified gender equality and the empowerment of women as critical factors in the eradication of poverty. It also recalls the United Nations Millennium Declaration and the development goals contained therein, as well as the resolve to promote gender equality and the empowerment of women as effective ways to combat poverty, hunger and disease and to stimulate development that is truly sustainable.

- The Commission reaffirms that gender equality, the empowerment of women and girls and enjoyment of their human rights and the eradication of poverty are essential to economic and social development, including the achievement of all the Millennium Development Goals. The Commission notes the universal context of gender equality and recognizes that almost 15 years after the Millennium Development Goals were launched, no country has achieved equality for women and girls and significant levels of inequality between women and men persist, although the Goals are important in efforts to eradicate poverty and of key importance to the international community. The Commission reaffirms the vital role of women as agents of development and recognizes that gender equality and the empowerment of women must be achieved to realize the unfinished business of the Goals and accelerate sustainable development beyond 2015.
