Secretary-General for Children and Armed
Conflict, Leila Zerrougui
Summary
In the present report, which covers the period from May 2012 to December 2013,
the Special Representative of the Secretary-General for Children and Armed Conflict
outlines the activities undertaken in discharging her mandate, including information on her
field visits, and the progress achieved with regard to developing and implementing action
plans, as well as the challenges of the children and armed conflict agenda.
The Special Representative acknowledges the progress made since the previous
reporting period with regard to cooperation with regional organizations, and the progress in
the development and implementation of international law to protect children’s rights, as
well as dialogue with government forces and non-State armed groups. The report notes the
ongoing impunity for grave violations against children, and highlights trends involving the
recruitment and use of children, killing and maiming, sexual violence, and attacks on
schools and hospitals.
Lastly, the Special Representative sets out a series of recommendations addressed to
States parties to the Convention on the Rights of the Child, to States that are under the
review of the Human Rights Council universal periodic review mechanism, to the Human
Rights Council and to Member States to further the protection of children’s rights.
