A/RES/63/42 Bangkok (2003), 6 Zagreb (2005), 7 Geneva (2006), 8 and the Dead Sea (2007) 9 and the First Review Conference of the States Parties to the Convention, held in Nairobi (2004), 10 5F 6F 7F 8F 9F Recalling also that at the eighth meeting of the States parties to the Convention, held at the Dead Sea from 18 to 22 November 2007,9 the international community monitored progress on implementation of the Convention and supported continued application of the Nairobi Action Plan 2005–2009, 11 and established priorities to achieve further progress towards ending, for all people and for all time, the suffering caused by anti-personnel mines, 10F Noting with satisfaction that additional States have ratified or acceded to the Convention, bringing the total number of States that have formally accepted the obligations of the Convention to one hundred and fifty-six, Emphasizing the desirability of attracting the adherence of all States to the Convention, and determined to work strenuously towards the promotion of its universalization, Noting with regret that anti-personnel mines continue to be used in conflicts around the world, causing human suffering and impeding post-conflict development, 1. Invites all States that have not signed the Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-personnel Mines and on Their Destruction1 to accede to it without delay; Urges all States that have signed but have not ratified the Convention to 2. ratify it without delay; 3. Stresses the importance of the full and effective implementation of and compliance with the Convention, including through the continued implementation of the Nairobi Action Plan 2005–2009;11 Urges all States parties to provide the Secretary-General with complete 4. and timely information as required under article 7 of the Convention in order to promote transparency and compliance with the Convention; Invites all States that have not ratified the Convention or acceded to it to 5. provide, on a voluntary basis, information to make global mine action efforts more effective; 6. Renews its call upon all States and other relevant parties to work together to promote, support and advance the care, rehabilitation and social and economic reintegration of mine victims, mine risk education programmes and the removal and destruction of anti-personnel mines placed or stockpiled throughout the world; Urges all States to remain seized of the issue at the highest political level and, 7. where in a position to do so, to promote adherence to the Convention through bilateral, subregional, regional and multilateral contacts, outreach, seminars and other means; Reiterates its invitation and encouragement to all interested States, the 8.
