53/198. Implementation of the first United Nations Decade for the Eradication
of Poverty
The General Assembly,
Recalling its resolutions 50/107 of 20 December 1995 and 52/193 and 52/194 of 18 December 1997
relating to the observance of the International Year for the Eradication of Poverty and the first United
Nations Decade for the Eradication of Poverty (1997–2006) and all of its other resolutions relating to
international cooperation for the eradication of poverty in the developing countries,
Recalling also the declarations and programmes of action of the United Nations major conferences
and summit conferences in the 1990s as they relate to the eradication of poverty,
Taking note of the report of the Secretary-General on the implementation of the first United Nations
Decade for the Eradication of Poverty (1997–2006)1 and the report of the United Nations Development
Programme, Overcoming Human Poverty,2
Expressing its concern that the total number of people living in poverty is still increasing, especially
in developing countries, and that a large majority of them are women and children,
