The right to social security
The Human Rights Council,
Guided by the purposes and principles of the Charter of the United Nations,
Recognizing the responsibility of States to respect and protect all human rights,
including the right to social security,
Recalling the Universal Declaration of Human Rights, in particular articles 22 and 25
thereof, the International Covenants on Human Rights and other relevant international human
rights instruments,
Recalling also the provisions of the International Covenant on Economic, Social and
Cultural Rights, and particularly article 9 thereof, which explicitly recognizes the right of
everyone to social security, including social insurance,
Recalling further the Vienna Declaration and Programme of Action, which affirms
that all human rights are universal, indivisible and interdependent and interrelated, and that
the international community must treat human rights globally in a fair and equal manner, on
the same footing and with the same emphasis,
Recalling International Labour Organization Convention No. 102 concerning
Minimum Standards of Social Security (1952) and Recommendation No. 202 concerning
National Floors of Social Protection (2012),
Recalling also General Assembly resolution 70/1 of 25 September 2015 entitled
“Transforming our world: the 2030 Agenda for Sustainable Development”, and reiterating
specifically Sustainable Development Goal 1 on ending poverty in all its forms everywhere
and on implementing nationally appropriate social protection systems and measures for all,
including floors, and achieving substantial coverage of the poor and the vulnerable by 2030,
Recalling further the International Labour Organization Centenary Declaration for the
Future of Work, adopted by the International Labour Conference on 21 June 2019 at its 108th
session, and in this regard welcoming the Organization’s contribution to the 2019 high-level
political forum on sustainable development,
Emphasizing that States should undertake to guarantee that the right to social security
is to be exercised without discrimination of any kind, such as race, colour, sex, language,
religion, political or other opinion, national or social origin, property, birth or other status,
