Summary
In the present report, the Special Rapporteur on torture and other cruel, inhuman or
degrading treatment or punishment, Alice Jill Edwards, provides an analysis of some of the
most significant issues relating to prison management worldwide, including major emerging
global trends, and identifies a number of good practices implemented at the national level for
helping to address those issues. She considers that, while internationally agreed standards for
the protection of all persons deprived of liberty exist, key gaps in those standards, as well as
in their implementation, remain. The report contains a number of specific recommendations
for contributing to the development of just and humane prison practices and management.
