A/RES/59/228 out in the Johannesburg Plan of Implementation to halve the proportion of people without access to basic sanitation as well as to develop integrated water resources management and water efficiency plans by 2005, with support to developing countries, Taking note of the Ministerial Declaration, entitled “Message from the Lake Biwa and Yodo River Basin”, adopted on 23 March 2003 at the Ministerial Conference of the Third World Water Forum, held in Kyoto, Japan, 6 and the Dushanbe Water Appeal, proclaimed on 1 September 2003 at the International Freshwater Forum, held in Dushanbe from 29 August to 1 September 2003, 7 Noting that the Fourth World Water Forum will take place in Mexico in March 2006, Taking note with interest of the establishment of the Advisory Board on Water and Sanitation by the Secretary-General, 8 and looking forward to its contribution to the mobilization of efforts and resources towards the implementation of the commitments, goals and targets agreed upon in those areas, 1. Takes note of the report of the Secretary-General; 9 2. Welcomes the activities related to freshwater undertaken by Member States, the United Nations Secretariat and the organizations of the United Nations system, inter alia, through inter-agency work, as well as contributions from major groups, for the observance of the International Year of Freshwater, 2003; Encourages Member States, the Secretariat, organizations of the United 3. Nations system and major groups to continue their efforts to achieve the internationally agreed water-related goals contained in Agenda 21,1 the Programme for the Further Implementation of Agenda 21,2 the United Nations Millennium Declaration5 and the Johannesburg Plan of Implementation;3 4. Welcomes the work of the twelfth session of the Commission on Sustainable Development, and looks forward to the upcoming thirteenth session of the Commission on the thematic cluster of issues on water, sanitation and human settlements; Invites the Secretary-General to take appropriate actions in organizing 5. the activities of the International Decade for Action, “Water for Life”, 2005–2015, taking into account the results of the International Year of Freshwater and the work of the Commission on Sustainable Development at its twelfth and thirteenth sessions; Calls upon the relevant United Nations bodies, the specialized agencies, 6. regional commissions and other organizations of the United Nations system to step up their efforts to deliver a coordinated response in order to make the Decade a decade of delivering promises through the use of existing resources and voluntary funds; Notes with interest the partnership initiatives on water and sanitation 7. undertaken within the framework of the World Summit on Sustainable Development and in the follow-up to the Summit and in accordance with the criteria and _______________ 6 A/57/785, annex.
