[on the report of the Third Committee (A/80/545, para. 5)]
80/199.
Effective promotion of the Declaration on the Rights of
Persons Belonging to National or Ethnic, Religious and
Linguistic Minorities
The General Assembly,
Reaffirming the importance of the Universal Declaration of Human Rights 1 and
the Vienna Declaration and Programme of Action 2 for the promotion and protection
of the rights of persons belonging to national or ethnic, religious and linguistic
minorities,
Recalling its resolution 47/135 of 18 December 1992, by which it adopted the
Declaration on the Rights of Persons Belonging to National or Ethnic, Religious and
Linguistic Minorities annexed to that resolution, reaffirming the principles and
commitments therein, and bearing in mind article 27 of the International Covenant on
Civil and Political Rights 3 and article 30 of the Convention on the Rights of the
Child, 4 as well as other relevant existing international and regional standards and
national legislation,
Recognizing that, while progress has been made, the situation of persons
belonging to national or ethnic, religious and linguistic minorities is critical in many
parts of the world and many challenges remain to ensure the full enjoyment of their
rights,
