- In Canada, in order to reduce discriminatory policing behaviours, in 2011-2012, training on Roma culture was delivered, as part of the Hate Can Kill project, to Ontario police, including information about the Roma Holocaust, the racially motivated violence experienced by Roma and the lack of trust in police authorities among Roma communities. In parallel, Roma families and young people were also educated on what constitutes a hate crime, on relevant legal instruments and on the importance of reporting hate crimes to the police. Following that training, in 2012 both the Toronto Police Force and the Hamilton Police Force recorded hate crimes reported by people of Roma identity.

- While digital media has provided new spaces for minority groups to participate in the public debate, the accessibility, rapidness and relative anonymity provided by the Internet also provide fertile ground for spreading hateful content. Hate speech on the Internet adopts many forms and is disseminated through different digital platforms - from highly organized hate groups which recruit, radicalize and instruct followers to attack targeted groups; the issuing of "hit lists" containing calls for violence against individuals; "cyberbullying", which targets primarily youth and often originates from racial, ethnic or religious bias; dissemination of propaganda, misinformation and hate spam; exchange of information and ideas via social media networks, discussion groups, listservs and communities of interest.

- The Special Rapporteur believes that much can be achieved through recognition of the cultural contributions of Roma. Positive initiatives in this regard include the promotion and celebration of Romani culture through national history statements, inclusion in school curricula, national days of celebration and the creation of museums and exhibitions. Furthermore, historical narratives are central to the identity of Roma communities, and a better understanding by the majority society of the richness of Roma culture is an essential demand of Roma communities in every region. Nevertheless, the history and contributions of Roma culture are rarely adequately acknowledged or properly promoted. Rather, what remain pervasive are biased, distorted stereotypes of Roma that contribute to a sense of alienation and exclusion, especially among young people.

- Prejudices and entrenched stereotypes against Roma are common and Roma communities are frequently the target of degrading and inflammatory language. In 2013, the case of a young blonde girl who was found living in a Roma settlement in Greece, prompted a wave of anti-Roma reports and accusations that Roma had abducted her. Such allegations prompted additional allegations from other countries. The accusations were subsequently found to be unfounded. Indeed, they were made prior to a comprehensive investigation and were based on sensationalist media coverage. The Special Rapporteur called on media and commentators to refrain from generalizations on the supposed criminality of Roma and warned that hateful rhetoric would trigger further stigmatization and even violence against Roma.

- Roma organizations at the local level are often institutionally weak and often have few human and technical resources. As a result, they may lack the capacity to advocate effectively on issues that are important to them or they may not be able to liaise effectively and cooperate with other Roma organizations. These factors affect organizations' ability to find consistent, meaningful opportunities for engaging in policy design, implementation and monitoring. Efforts must be made to strengthen Roma rights organizations, not only through better funding and support, but also through scholarships and education initiatives to ensure that Roma young people are equipped with the necessary skills to become active advocates for their own communities.

- Studio Ijambo was launched in 1995 by the organization Search for Common Ground to address inter-ethnic violence in Burundi. The programme aimed to establish a platform to promote dialogue and tolerance through radio, in contrast to hate speech and incitement in radio programmes in neighbouring Rwanda. The station uses different formats, including debates and discussion programmes, soap operas, sketches and interactions between political leaders and youth, for example. Twenty years on, the model is considered a success and has been replicated in other African countries, including the Democratic Republic of the Congo, where radio has been used to promote constructive messages about conflict resolution.

- The Special Rapporteur observes that there are often underlying attitudes that contribute to the lack of focus on empowerment of Roma communities and organizations. They can be outright discriminatory attitudes, such as when decision-making authorities adopt the paternalistic attitude that they are better equipped to make decisions on behalf of Roma. However, there are also more subtle forms of bias, including the tendency to focus on Roma as passive victims of discrimination, which may have the effect of perpetuating erroneous assumptions about their inability to contribute to society. This in turn hampers the shift from a perception of Roma as primarily passive victims of discrimination to an acknowledgment of their role as active agents of transformation who can participate in policy decisions that affect them. The Special Rapporteur notes that effective, meaningful participation must be a transformative process that becomes an inclusive experience, facilitating Roma involvement, empowerment and active citizenship. Such a participatory approach must also guarantee that those whose voices are rarely heard are empowered, including Roma women and young people.

- Special attention should be given to the situation and perspectives of youth. Young people living in marginalized environments in which there are high levels of unemployment and poverty and education dropout rates, may be vulnerable to recruitment by violent and radical groups. Some community projects working with young adults have been successful in locations where violence has taken place, including in Jos in Nigeria and Srebrenica in Bosnia and Herzegovina. Such projects help to build understanding between young people from different or conflict-affected communities and reduce the risk of their becoming part of the circle of violence.

- Schools may serve as sites for the perpetuation of a singular religious or ideological ideal, failing to take on board religious or belief diversity, erasing all symbols of such difference, and aiming to assimilate all into an (intolerant) national "unity". In some countries, regions or schools with diverse religious communities teach only the majority religion. For example, in Bosnia and Herzegovina, visited by the Independent Expert in 2012, Bosniak, Croat and Serb communities remain largely divided along religious and ethnic lines. Religious education is provided only in the majority religion and serves to reinforce differences and exacerbate divisions between young people and communities.

- A full picture requires up-to-date disaggregated data, research by national statistical bodies, academia or civil society actors. This should be updated regularly in order to pick up on changes to birth rates, migration flows and patterns of belief. Research should be sophisticated enough to reveal the different situations of women, young people and others who may face particular challenges. It should include beliefs as well as religions. As a basic minimum standard, regular census surveys should include voluntary questions on religion that allow individuals to self-identify and that provide a valuable resource for deeper statistical analysis.

- Sex- and minority-based discrimination in hiring, promotion and pay also create significant barriers for minority women. Increasingly informal labour markets - a result of globalization - have brought more women into paid work, but often with low pay, excluded from basic labour protection and employed under poor working conditions. This renders the conditions under which minority women - and all too often young girls - earn incomes that may be insecure, difficult, harmful or even dangerous. Their workload can be made heavier by the lack of such basic amenities as clean water and sanitation, the availability of child-care support and protection against domestic and social violence. Minority girls and women in difficult circumstances are often forced to find survival opportunities outside their communities and home, and can easily fall victim to trafficking, exploitation and illegal migration within or outside their own country, which makes them even more vulnerable.

- The independent expert will build on the earlier reports and findings of her predecessor in which she identified significant challenges faced by minority groups in all regions who speak minority languages as their mother tongue. Minority languages are frequently not allowed to be used in national or local administration or as the language of instruction in schools, for example. Consequently those belonging to minorities may face barriers to their full participation in public life. Many young people belonging to minorities in all regions are often required to speak two or more languages, which on the one hand is vital for their full participation in society, but on the other hand can create difficulties and disadvantages, for example in their education, as they are required to study in a language that is not their mother tongue.

- Children and young people belonging to minority groups may face unique challenges and vulnerability owing to issues including poverty and discrimination. Institutions whose work centres on children's and youth issues and education should ensure that their mandates and working practices, projects and programme initiatives are relevant and accessible to minorities. Innovative projects can benefit individual children and may provide venues and opportunities for interaction among young people from different communities, particularly when intercultural and integration perspectives are given attention. Governments may consider supporting specialist civil society youth initiatives. Institutions established to support young people, protect them from possible abuse or exploitation, and provide them with information should also ensure that their services reach and are accessible to those from minorities.

- Many States are engaged in ongoing efforts to accommodate the interests of diverse communities. It is critical that the process be guided by the principles of equal treatment and non-discrimination. Communities that may be more populous, that have greater disruptive capacities or military strength or that may be more successful in commerce may emerge at an early stage as the principle contenders for distribution of political power and State resources. However, under such conditions, minority rights must be prioritized, enabling members of all minority groups to participate effectively in decisions affecting them and in all aspects of society. Efforts must be made to give voice to the diversity of members within minority communities, including women, youth and the elderly.
