- The Special Rapporteur will pay particular attention to the follow-up of her various activities, in particular country visits and communications, on the basis of information gathered from Governments, local partners, intergovernmental and non-governmental organizations and the business sector regarding the effective implementation of her and her predecessors' recommendations. For this purpose, as stated above, she will develop sustained partnerships with all stakeholders through exchanges of information, preparation of country visits, contributions to thematic reports and organization of workshops and seminars, provided that her mandate is supported with adequate resources.

- Information and communication technologies allow users to communicate with each other and, in particular, to access the Internet. The most significant advance in the Internet is the growth of mobile technologies, which include laptops, tablets and mobile telephones. The latter have gone through major developmental changes since 2.5G phones, which introduced access to the Internet. The advent of 3G and 4G mobile phones has meant that the speed of access to the Internet is almost as fast as traditional Internet technologies.

- By 2013, the number of Internet users worldwide had risen to 2.8 billion, meaning that nearly 40 per cent of the world's population had access to the Internet. However, there are significant regional variations in Internet penetration. Europe has a penetration rate of nearly 70 per cent and North America of nearly 85 per cent. Africa has a penetration rate of 21 per cent and Asia of 32 per cent. Those figures reflect trends at regional levels but they mask penetration differences within each region.

The Human Rights Council endorsed the Guiding Principles on Business and Human Rights: Implementing the United Nations "Protect, Respect and Remedy"' Framework (A/HRC/17/31) in 2011 as a global standard for preventing and addressing the risk of adverse impacts on human rights linked to business activity.

- Awareness of the important role of intermediaries has given rise to various initiatives to try and regulate their practices. Social partners for the temporary agency sector signed a memorandum of understanding in 2008 to avoid the negative effects of competition in the labour market on workers' rights and conditions. In 2015, the International Confederation of Private Employment Services adopted a new code of conduct for its members, which reiterates the prohibition on charging fees to jobseekers and provides for a complaint mechanism if a member breaks the rule. While those are positive steps, codes of conduct are not legally binding.

- It is important to note that the Code has been assessed and evaluated on a periodic base throughout the initiative to ensure and strengthen its impact. A 2011 independent evaluation by UNICEF identified the Code's strengths, weaknesses, gaps and lessons learned. A key strength highlighted by the report was the positive impact on staff of the training provided on the Code. Challenges, on the other hand, included members' limited progress in implementing a clause with suppliers, providing information to key local persons at destinations and prioritizing reporting their activities.
