- It must not be forgotten that boys are also victims of abuse and sexual exploitation. Poverty, lack of opportunities and the development of sex tourism are the main causes. Where the latter is concerned, some foreign predators, both men and women, are interested solely in sexual relations with boys. There is still a strong taboo surrounding the subject of prostitution of boys, especially where homosexual relations are concerned. In some countries where homosexuality is an offence, a sexually exploited boy under 18 may be punished by law for homosexual relations.

Accordingly, it is widely accepted that improving the situation of women is essential for sustainable development. - Demand for services is sometimes interpreted to refer primarily to the market for commercial sex, where trafficked women and girls represent a high proportion of those involved in providing commercial sex and demand comes chiefly from adult men and older adolescent boys. However, boys and some adult men are also trafficked for this purpose. Estimates provided by international organizations about the proportion of people who are trafficked to be exploited in prostitution versus those trafficked for other purposes vary, with ILO estimating in 2005 that the largest proportion had been trafficked for purposes other than the exploitation of the prostitution of others and the United Nations Office on Drugs and Crime (UNODC) estimating in its own global report in 2009 that the majority had been trafficked for sexual purposes.

- Nonetheless, social protection programmes have limits. Many countries pride themselves on having achieved quantifiable improvements in gender equality, especially regarding girls' access to education. For example, the Female Secondary School Assistance Project in Bangladesh, which provides girls with a stipend so that they can attend school, has been recognized as successful in raising enrolment rates for girls. However, States must take care not to limit their efforts to promote gender equality to improving parity between girls' and boys' enrolment rates. While stipends promoting girls' enrolment are important, they must be accompanied by broader measures addressing other concerns of particular importance to women, such as gender-based violence, including harmful traditional practices (for example, female genital mutilation and child marriage). Several countries have expressed frustration at the narrowness of some of the indicators for Millennium Development Goal 3 (promote gender equality and empower women) and have chosen to focus their energies on their own indicators related to gender equality, such as formal workforce participation, wage gaps, political participation and domestic violence. The independent expert believes States should adopt or revise national targets and indicators for all Millennium Development Goals in line with their obligations under human rights law, in order to accelerate their progress in achieving the Goals.

- With globalization and changes in demographic trends in developed countries, there is an increased demand for cheap, low-skilled or semi-skilled labour in a wide range of industries, including agriculture, food processing, construction, manufacturing, domestic work and home health care. Those jobs are often dirty, degrading and dangerous and are often not performed by national workers. This gives rise to a significant demand for migrant workers, although this has not been acknowledged or reflected in immigration laws and policies in most developed countries. Furthermore, it is necessary to be cognizant of the gender-specific nature of demand exacerbated by the current economic crisis and globalization, which have caused changes in the international division of labour and labour market demand. As has been observed, the greater demand for trafficked women and girls compared to men and boys has occurred largely in response to this demand-driven reality. Again, the feminization of the labour market results in women being predominantly engaged in the informal sector, characterized by low wages, casual jobs, hazardous working conditions and an absence of collective bargaining mechanisms. It has been argued, consequently, that women are preferred in this sector because they are viewed as submissive, well-suited to simple repetitive tasks, abundant, needy, cheap and pliable.

- However much we try to avoid it, we are always sexually informed, by action or by omission, at school, in the family, through the media, etc. Thus deciding not to offer sexual education at teaching centres is opting for an omissive form of sexual education, that leaves girls, boys and adolescents on their own as regards the type of knowledge and messages, generally negative, that they receive on sexuality. When sexual education is not explicitly provided, in practice education follows the so-called hidden curriculum, with its potential load of prejudices and inaccuracies over which there can be no social or family criticism or control.

- Resource constraints, however, remain a major barrier to the realization of the right to education. Prospects for achieving the targets of millennium development goals 2 (Ensuring that, by 2015, children everywhere, boys and girls alike, will be able to complete a full course of primary schooling) and 3 (Eliminating gender disparity in all levels of education no later than 2015) are bleak on account of a dearth of resources. The assessment prepared for the 2010 High-level Plenary Meeting of the General Assembly on the Millennium Development Goals underlined the need for scaling up budgets and providing enhanced resources to accelerate progress in meeting those targets. The Education for All Global Monitoring Reports in recent years have consistently pointed to insufficient funding for education. More recently, public expenditure cuts as a consequence of the global financial crisis have threatened to decrease support to the education sector, possibly jeopardizing recent advances. For instance, 7 of 18 low-income countries reduced spending on education in 2009; those countries alone had 3.7 million children out of school.

- The advanced interconnectedness of the world's economies and markets means that the ramifications of the crises have been far more extensive than any previous comparable economic downturn. Throughout both developing and developed countries, 205 million people are unemployed the highest number of unemployed in history. As a result of the crises, at least 55,000 more children are likely to die each year from 2009 to 2015. The prevalence of children dropping out of school has increased, as boys have been propelled into the workforce and girls given an increased burden of household tasks. By 2009, at least 100 million more people were hungry and undernourished because of the crises, a situation that continues to deteriorate owing to escalating food prices.

- Rape and other sexual violence against children are under scrutiny by the Security Council monitoring and reporting mechanism on children and armed conflict. According to reports of the Special Representative of the Secretary-General for Children and Armed Conflict, children are particularly vulnerable to sexual violence in and around refugee and internally displaced population settings, and when associated with armed forces and groups. Girls remain the main victims of sexual violence in armed conflict, but there are increasing reports of sexual abuse against boys. Collecting data and reporting on sexual violence against children in armed conflict remains a significant challenge. As noted by the Special Representative: "these acts are considered in many contexts as strong taboos, and as such survivors and communities are not encouraged to speak out. The lack of trust in the judicial process and the fear of reprisals accentuate the culture of silence."

- The overall majority of children who work in artisanal mining and quarrying are boys. However, the number of boys and girls working in mines varies from country to country. In countries like Philippines and the United Republic of Tanzania, the majority of children working in the mines are boys. Furthermore, in countries like the Plurinational State of Bolivia, Ecuador and Peru, as a result of cultural beliefs, girls are normally not allowed to enter mines or work outside the mines processing the ore and sifting the mineral from the slag (see E/C.12/MDG/CO/2). However, in Mongolia, the majority of children who work under the age of 13 are girls.

- Some parents take out loans against their children's labour. Other parents sell their children and, upon their arrival in the mines, the children are charged exorbitant prices for their transportation to the mines, food and tools by the employer or middleman. In both these instances, the children are often unable to leave the mines or quarries until they have paid off the debt owed to the middleman or employer. In majority of the cases, children become bonded as a result of their parents' debt. Bonded labour is prohibited under the 1956 Supplementary Convention. Many children report not being able to save or even earn enough money to send back home. This results in them being unable to leave their situation until their debt is paid. In 2010, the Special Rapporteur received information that Bangladeshi and Nepali children were being purchased by middlemen or abducted and sold by gangs to mining employers in India. The price of the child varied from 50-75 USD. According to the information received, the children are forced to work to pay off their debt. The middlemen bring both boys and girls to work in the mines. The girls living and working in the mines are often sexually abused by adult mine workers and employers.
