- The Beijing Declaration and Platform for Action indicate that many women face additional barriers to the enjoyment of their human rights because of such factors as their race, language, ethnicity, culture, religion, disability or socio-economic class or because they are indigenous people, migrants, including women migrant workers, displaced women or refugees. Also the outcome documents of the special session of the General Assembly indicate that in situations of armed conflict and foreign occupation, human rights of women have been extensively violated. - There has to be a broader and a more people-centred preventive approach to disaster risk. Disaster risk reduction practices need to be multi-hazard and multisectoral, inclusive and accessible in order to be efficient and effective. While recognizing their leading, regulatory and coordination role, Governments should engage with relevant stakeholders, including women, children and youth, persons with disabilities, poor people, migrants, indigenous peoples, volunteers, the community of practitioners and older persons in the design and implementation of policies, plans and standards. There is a need for the public and private sectors and civil society organizations, as well as academia and scientific and research institutions, to work more closely together and to create opportunities for collaboration, and for businesses to integrate disaster risk into their management practices.

- [Urges Member States, in collaboration with the organizations of the United Nations and civil society, as appropriate, to continue their efforts to implement the outcome of and to ensure an integrated and coordinated follow-up to the relevant United Nations conferences and summits, including their reviews, and to attach greater importance to the improvement of the situation of rural women, including indigenous women, in their national, regional and global development strategies by, inter alia:] Ensuring that perspectives of rural women are taken into account and that they participate in the design, implementation, follow-up and evaluation of policies and activities related to emergencies, including natural disasters, humanitarian assistance, peacebuilding and post-conflict reconstruction, and taking appropriate measures to eliminate all forms of discrimination against rural women in this regard;
