- In line with general recommendation No. 28, States parties should recognize that rural women are not a homogenous group and often face intersecting discrimination. Many indigenous and Afro-descendent women live in rural settings and experience discrimination based on their ethnicity, language and traditional way of life. Rural women who belong to other ethnic minorities or to religious minorities, as well as female heads of household, may also experience higher rates of poverty and other forms of social exclusion. Women working in rural areas, including peasants, pastoralists, migrants, fisherfolk and landless women, also suffer disproportionately from intersecting forms of discrimination. As recognized in general recommendation No. 18 (1991) on disabled women, while women with disabilities face unique challenges in all areas of life, this is particularly the case of those living in rural areas. Discrimination may be compounded in rural areas by a lack of appropriate access to, inter alia, water, sanitation, electricity, health care, child and older person care, and inclusive and culturally appropriate education. As recognized in general recommendation No. 27 (2010) on older women and protection of their human rights, older women and widows may also suffer stigmatization and isolation in rural areas, which expose them to greater risks of ill treatment. In addition, rural women, including heads of household, living in conflict-affected areas face security concerns and further obstacles in enjoying their rights.

- The Committee notes with concern that disproportionately high numbers of indigenous children live in extreme poverty, a condition which has a negative impact on their survival and development. The Committee is furthermore concerned over the high infant and child mortality rates as well as malnutrition and diseases among indigenous children. Article 4 obliges States parties to address economic, social and cultural rights to the maximum extent of their available resources and where needed with international cooperation. Articles 6 and 27 provide the right of children to survival and development as well as an adequate standard of living. States should assist parents and others responsible for the indigenous child to implement this right by providing culturally appropriate material assistance and support programmes, particularly with regard to nutrition, clothing and housing. The Committee stresses the need for States parties to take special measures to ensure that indigenous children enjoy the right to an adequate standard of living and that these, together with progress indicators, be developed in partnership with indigenous peoples, including children.

Victims of debt bondage are often recruited to work within their own locality or transported to areas where there are new commercial developments. Debt bondage has been reported in countries such as the Plurinational State of Bolivia, Guatemala and Peru, where there are high proportions of indigenous peoples.

- Penalization measures respond to discriminatory stereotypes that assume that persons living in poverty are lazy, irresponsible, indifferent to their children's health and education, dishonest, undeserving and even criminal. Persons living in poverty are often portrayed as authors of their own misfortune, who can remedy their situation by simply "trying harder". These prejudices and stereotypes are often reinforced by biased and sensationalist media reports that particularly target those living in poverty who are victims of multiple forms of discrimination, such as single mothers, ethnic minorities, indigenous people and migrants. Such attitudes are so deeply entrenched that they inform public policies and prevent policymakers from addressing the systemic factors that prevent persons living in poverty from overcoming their situation.

- Lack of legal aid for civil matters can seriously prejudice the rights and interests of persons living in poverty, for example when they are unable to contest tenancy disputes, eviction decisions, immigration or asylum proceedings, eligibility for social security benefits, abusive working conditions, discrimination in the workplace or child custody decisions. Indeed, exclusion of certain categories of claims from the scope of free legal aid, such as housing or immigration proceedings, or exclusion from representation before quasi-judicial tribunals, such as welfare or employment appeal boards, discriminates against the poor. Moreover, the legal processes which relate to such civil matters are often extremely complex and their requirements onerous, creating insurmountable obstacles for those without the assistance of a lawyer, particularly if the State or other party enjoys such assistance. This is particularly troubling with respect to civil matters involving the most vulnerable groups, such as indigenous peoples, persons with disabilities and ethnic minorities, who often face serious deprivations and violations of their rights, and lack the means or ability to contest them.

- Certain groups that suffer from structural discrimination and exclusion and are disproportionately represented among the poor, particularly ethnic and racial minorities, migrants and indigenous peoples, encounter additional barriers to accessing justice. Those difficulties are multiplied for women living in poverty, who experience compounded discrimination and disempowerment, not to mention financial constraints. Therefore, across different contexts, women living in poverty experience particular difficulties in accessing justice mechanisms and winning judicial recognition, action and enforcement for crimes, discrimination and human rights violations they are disproportionately subject to. Children are often denied the due process guarantees that they are entitled to on the same basis as adults, as well as additional protections that are necessary, in particular when they are particularly deprived or marginalized.

- In many countries, those entitled to social benefits are required to prove their entitlement by providing excessive amounts of documentation and disclosing irrelevant personal information. This is often a stressful and demeaning process for beneficiaries. Persons living in poverty face several obstacles and costs in gaining access to official documents. Documents may be expensive, and accessing them difficult for individuals who do not have a fixed address or lack proof of identity. This is particularly common in developing countries, where some of the most vulnerable and excluded people, particularly women and ethnic minorities, are not registered at birth. Obtaining documents also requires additional interactions with public officials who often lack sufficient understanding of the specific needs and circumstances of persons living in poverty. Anecdotal evidence shows that social benefit administrators are often inconsiderate or unsympathetic towards beneficiaries, who in addition to bureaucratic hurdles must overcome gaps in education, literacy and communication when seeking to comply with often complex and opaque requirements.

- In 1992, the Special Rapporteur of the Sub-Commission on Prevention of Discrimination and Protection of Minorities on the realization of economic, social and cultural rights, Danilo Türk, recommended that a special rapporteur on extreme poverty and human rights be appointed. He characterized income inequality as one of the main challenges of the time, and stated that income distribution within States remained distressingly inequitable. The Special Rapporteur lamented the fact that, in the 1980s, the urban working classes and large segments of the middle class had been impoverished, while groups and businessmen associated in one way or another with the internationalization of capital represented the major economic beneficiaries of the previous 10 years. He found that drastic measures to rectify that income injustice were required and that adequately carrying out poverty-reduction programmes and fulfilling economic, social and cultural rights throughout society was unthinkable without also redressing current income imbalances. He identified taxation as a central means of redressing existing imbalances of income distribution (see E/CN.4/Sub.2/1992/16, paras. 76-84).

- Some conflicts are rooted in the denial or deprivation of citizenship to certain identity groups. Disputes regarding citizenship often arise against the background of pre-existing ethnic or regional conflict, linked in many cases to broader factors of poverty, competition for scarce resources and political instability (A/HRC/7/23, para. 26). The denial of citizenship to a minority community has both a symbolic and practical impact, both of which can be central to the origins of conflict. It sends an unambiguous message about the exclusion of a community as part of the national identity. The denial of citizenship can also mean denial of access to schooling, to health treatment or other services and to political office as well as the constant threat of deportation.

Many minorities have historically been excluded from full and effective participation in economic life, both in the developed and in the developing world. Minorities are often discriminated against when they seek employment, for example, on the basis of their colour, their religion, their language, their names, or even their addresses. Minorities are often poorly represented even in public sector employment and despite legislation that bans discrimination in both public and private sectors. They may face barriers in accessing credit or loans to begin small businesses and may live in the poorest regions or remote areas that offer limited prospects for their economic development. Equally, large-scale economic development projects or commercial activities carried out on the lands and territories where minorities live without their prior consultation has had negative impacts, including displacement, the perpetuation of poverty and, in some cases, violence.

- In core documents emerging from the consultations on the post 2015 agenda, there is little, if any, recognition that minorities experience multiple and intersectional challenges that create vulnerability across a range of areas under consideration. For example, a focus on rural/urban disparities fails to acknowledge that minorities are frequently rural and remote communities with poor access to services and basic needs. Consideration of household wealth disparities rarely makes the link between low income and belonging to a minority. It is often women from disadvantaged minorities who are most affected by poor access to education and decent employment and who suffer multiple discrimination as they are women, members of a minority and poor. When the maps of poverty, access to basic services, gender discrimination, poor housing and population groups are overlaid, minorities stand out as being the most in need. The nexus between minorities, poverty and inequality cannot be ignored.

- A major barrier in assessing and tackling disparities is the lack of data disaggregated by ethnicity, religion or language. Data is vitally important for effective poverty reduction and yet, within aid modalities on poverty, the collection of ethno-cultural disaggregated data is not uniformly supported. In 2005, UNDP published MDG Monitoring and Reporting: A Review of Good Practices, wherein it recommends that, "Whenever possible, disaggregated data should be used to highlight disparities across gender, ethnicity, geographical location, age or other dimensions of inequality". In a few countries where disaggregated data exist, these reflect clearly the inequalities between majority and minority groups. Equally, they provide essential baseline data upon which to base targeted interventions and monitor progress. Each of the countries mentioned below has, to some extent, recognized the challenges facing minorities revealed by such data and established programmes targeted towards them.

- In his landmark report to the Millennium Assembly of the United Nations in 2000, the Secretary-General stated that in many countries at war, the condition of poverty was coupled with sharp ethnic or religious cleavages, and that almost invariably, the rights of subordinate groups were insufficiently respected, the institutions of Government were insufficiently inclusive and the allocation of society's resources favoured the dominant faction over others. He added that the solution was clear: to promote human rights, to protect minority rights and to institute political arrangements in which all groups were represented, and that every group needed to become convinced that the State belonged to all people (A/54/2000, paras. 202-203).

- In some societies, minority women shoulder complex burdens of poverty, ethnic or religious prejudice and gender-based restrictions, which can frequently result in greater challenges to the right to an adequate standard of living, including adequate housing. For instance, minority women in rural or remote areas in some countries may be confronted by a profound degree of isolation created by several different factors, including the boundaries of the home, lack of education and language barriers. Access to and use and management of land and property are central to women's economic independence, social status and political influence, not only with regard to their own status but also to that of men in their community.

- Minority women may also face additional challenges in terms of access to reproductive health care. Indeed, several factors, including poverty, living in remote geographic areas where maternal health services are poor and/or inaccessible, and the lack of cultural awareness among maternal health practitioners, can greatly contribute to increasing maternal mortality among minority women. Minority women might have to deal with restrictions on their reproductive rights from within their own communities, including with regard to the use of contraception. The practice of early marriages in minority communities can have a significant impact on the health of women and their access to education or employment. Other discriminatory practices and policies in society in general include forced sterilization, used for some minority women because of their belonging to a particular minority group.

- Gross inequalities and persistent poverty are frequently elements in the complex social, economic and geopolitical equations which lead to conflict and violence. Disadvantaged minority communities are frequently numerically small, politically and economically non-dominant and marginalized, and among the poorest in society. They are often poorly represented in government posts and law enforcement and justice bodies, so are rarely in a position to influence the decisions that affect them. They may be socially marginalized, inter alia, on the basis of their ethnicity or faith, their national origin and historical association with the country, their language, or perceptions of them as foreign or separatist. Such factors might contribute to an exclusionary ideology and can make minorities vulnerable to violence against which they are poorly equipped to respond.
