- The Commission also recognizes that the difficult socio-economic conditions that exist in many developing countries, particularly the least developed countries, have resulted in the acceleration of the feminization of poverty and that in situations of poverty girl children are among those most affected. In this regard, the Commission stresses that achieving the Millennium Development Goals by 2015 and all other agreed development goals is a global effort and an essential element in improving the situation of girl children and ensuring their human rights. The Commission further recognizes that, as part of urgent national and international action required to eradicate poverty, investing in the development of girls is a priority in and of itself and has a multiplier effect, in particular on productivity, efficiency and sustained economic growth.

- Like other programmes, conditional cash transfer programmes must take into account disability-related needs. However, there is growing evidence that the conditionalities attached to these programmes tend to exclude persons with disabilities owing to structural barriers. This includes, for instance, the lack of inclusive education that precludes children with disabilities from attending school or the lack of accessible information that impedes deaf persons from participating in training or meetings with the social services. In response, some conditional cash transfer programmes have opted to exempt persons with disabilities from the conditionalities that they cannot fulfil because of existing external barriers. While such exemptions allow persons with disabilities to fight short-term poverty, they contradict the overall goal of investing in human capabilities to promote social inclusion and active participation, and represent a missed opportunity to address longer-term poverty.

- Furthermore, household poverty rates do not consider the allocation of resources within a household. Evidence shows that persons with disabilities often do not get a share of their household's resources. For instance, if resources are tight, parents may pay for the education of their non-disabled children but not for those with a disability. Studies using multidimensional indices of poverty therefore show a greater poverty gap between persons with and without disabilities. All those considerations need to be taken into account to fight poverty among persons with disabilities and to achieve the goal of ending poverty in all its forms everywhere.

- The world is now paying a high price for having focused almost exclusively on increasing production over the past half-century. Undernutrition remains considerable, largely because agrifood systems have not contributed to the alleviation of rural poverty. One in seven people on a global level are still hungry. About 34 per cent of children in developing countries, 186 million children in total, have a low height for age, the most common symptom of chronic undernutrition. Although the Food and Agriculture Organization of the United Nations (FAO) Food Price Index, adjusted for inflation, indicates that food costs declined from the early 1960s until 2002 (apart from a peak in 1973-1974), the poorest are still too poor to feed themselves in dignity because agriculture has not been designed to support the livelihoods of the most vulnerable and marginalized groups.

- The impacts of increasingly globalized food chains and the uniformization of diets across the globe have disparate impacts across population groups. As a country transitions towards higher income levels, the burden of overweight and obesity shifts. The poorest segment of the population is at low risk of obesity in poor countries, but in upper-middle income developing economies (with a gross national product per capita of over about US$ 2,500) and in high-income countries, it is the poorest who are most negatively affected. In high-income countries, while the poor bear a disproportionate burden of overweight or obesity, women are particularly at risk because their incomes are on average lower than those of men, and because men in the low-income group often are employed on tasks that are physically demanding and require large expenses of energy. Overweight or obese women tend to give birth to children who themselves tend to be overweight or obese, resulting in lower productivity and discrimination. Thus, socio-economic disadvantage is perpetuated across generations by the channel of overweight or obesity.

- Certain investments can significantly reduce the burden that household chores impose on women. In rural areas, such measures include the provision of water services and afforestation projects to reduce the time spent fetching water and fuelwood. In both rural and urban areas, measures would include the establishment or strengthening of child-care services and care for the elderly or persons with illness/disability. By reducing the time poverty of women, their economic opportunities would expand, since it would be easier for them to seek employment outside the household; access incomes and increase their economic independence, which, in turn, would strengthen their bargaining position within the household. In order for such opportunities to be seized, access to education for girls and life-long training must be improved and societal perceptions of gender roles which discriminate against women must be changed. Improved education and employment prospects are mutually reinforcing, as the demand for education (investment in human capital) will increase in proportion to increase in the demand for a qualified female workforce.

- In 2013, a coalition of NGOs Guatemala sin Hambre engaged in strategic litigation to claim the right to food of children suffering from chronic malnutrition and living in conditions of extreme poverty. The judgements were delivered in April 2013 by the Child and Adolescence Court of the Zacapa Department which, based on the facts, found violations of the right to food, the right to life, the right to housing and the right to an adequate standard of living. Specifically with regard to the right to food, the court grounded its reasoning on article 51 of the Constitution, which protects the right to food for children, as well as on article 11 of the Covenant and article 25 of the Universal Declaration. To define the right to food and the obligations that stem from it, the court cited general comment No. 12.

- The poor often stand to lose most in disaster contexts because they often have to settle on fragile and exposed land that is highly susceptible to the effects of disasters. When a disaster strikes, their pre-existing vulnerabilities are exacerbated, with women, children and marginalized groups bearing the brunt of the impact. After the disaster, the poor often also find their attempts to return to their homes officially denied on the grounds that return would be unsafe, and/or not permissible as they did not have official proof of a right to live there in the first place. This can have dramatic consequences for the livelihoods of individuals, families and entire communities. In the case of conflicts, the displacement and dispossession of specific groups are often deliberate strategies of one group or side in the conflict against another. This can result in the total destruction and/or secondary occupation of their lands and homes, and obstruction of their attempts to return and reclaim what was theirs.

- The most recent estimates available indicate there may be 100 million children living in the streets. This is the result of dire situations: abuse at home, extreme poverty, family break-up, and displacement or homelessness. They live perilous lives under a constant threat of violence from the public as well as from police authorities. They are malnourished, have no access to sanitation facilities and often sleep rough. Their vulnerability to sexual exploitation brings with it many threats to life, including sexually transmitted diseases. The indignity and suffering that homeless people and street connected children experience in their daily lives cannot be overestimated. In several studies, children in street situations express a grave bleakness about their lives, indicating that they feel they have no future at all.

- According to article 13 of the International Covenant on Economic, Social and Cultural Rights, the right to education is a universal right. As recognized by Committee on Economic, Social and Cultural Rights in its general comment No. 13, education is the "primary vehicle by which economically and socially marginalized adults and children can lift themselves out of poverty and obtain the means to participate fully in their communities". The Committee on the Elimination of Racial Discrimination, in its general recommendation No. 30, has highlighted the need for States to ensure that all migrant children, irrespective of their status, have access to public educational institutions. The Committee on the Rights of the Child, in its general comment No. 9, endorsed the concept of inclusive education as "a set of values, principles and practices that seeks meaningful, effective, and quality education for all students, that does justice to the diversity of learning conditions and requirements not only of children with disabilities, but for all students".

- Penalization measures respond to discriminatory stereotypes that assume that persons living in poverty are lazy, irresponsible, indifferent to their children's health and education, dishonest, undeserving and even criminal. Persons living in poverty are often portrayed as authors of their own misfortune, who can remedy their situation by simply "trying harder". These prejudices and stereotypes are often reinforced by biased and sensationalist media reports that particularly target those living in poverty who are victims of multiple forms of discrimination, such as single mothers, ethnic minorities, indigenous people and migrants. Such attitudes are so deeply entrenched that they inform public policies and prevent policymakers from addressing the systemic factors that prevent persons living in poverty from overcoming their situation.

- Tax abuse is thus not a victimless practice; it limits resources that could be spent on reducing poverty and realizing human rights, and perpetuates vast income inequality. While the rich benefit from this practice, the poor feel the negative impact on their standard of living, their unequal political power and the inferior quality of health and education services for themselves and their children. Simulations suggest that, if all the capital flight from Africa over the period 2000-2008 had been invested in Africa, with the same productivity as actual investment, the average rate of poverty reduction would have been 4 to 6 percentage points higher per year. Meanwhile, the recent devastating austerity measures taken in some countries could have been avoided entirely if some of the annual revenue lost from tax evasion had been recovered.

- The phenomenon of "voluntourism" deserves particular attention: this is "a term used to describe short-term volunteering placement by tourists as part of their overall vacation or travel in a country". "Orphanage voluntourism" is one such practice, which has fed a system leading to the sale of children for the purpose of labour exploitation. Research has provided evidence of systems in which the owners of orphanages use intermediaries to get children who look poor to orphanages, in order to satisfy a fee-based volunteering demand, generating significant profits. Traffickers lure poverty-stricken families into giving away their children, under promises of good living conditions and education. Children are then often left in poor conditions, in order to prompt foreign charity, and forced to perform activities to please foreign volunteers.

- [Empowering children through education, skills and livelihood opportunities]: The recruitment of children into armed forces or groups has been documented as being often closely connected to poverty and social disadvantage. Poverty, often combined with social exclusion, has been found to stir the frustration of young people and create incentives for them to join armed groups. In many post-conflict societies, young people have little choice but to remain unemployed or accept short-term and exploitative work. Accordingly, providing children and young people with alternatives through high-quality education, both formal and non-formal, and national programmes for job creation and income generation for young people should be top priorities in national prevention strategies. Donor agencies should also accord priority to work in this regard. Food security and livelihood measures, tailored to the specific economic context, together with cultural and psychosocial support activities, can also contribute to preventing the recruitment and the rerecruitment of children.

- Children with disabilities are also at heightened risk of abuse, neglect, stigma and exploitation; in their lives, disability, poverty, poor health care and nutrition and social exclusion often go hand in hand. The incidence of disability is higher amongst children belonging to poorer households, where they lack access to basic social services of quality, thus compromising opportunities for early detection, treatment and recovery and for meaningful participation in social life. As families of children with disabilities face extra medical, housing and transport costs, they miss employment opportunities and face marginalization and aggravated vulnerability to violence. When placed in institutions, where they have limited ability to disclose situations of abuse and seek redress, children's vulnerability to violence is further exacerbated.
