- Art. 24. The Parties to the conflict shall take the necessary measures to ensure that children under fifteen, who are orphaned or are separated from their families as a result of the war, are not left to their own resources, and that their maintenance, the exercise of their religion and their education are facilitated in all circumstances. Their education shall, as far as possible, be entrusted to persons of a similar cultural tradition. The Parties to the conflict shall facilitate the reception of such children in a neutral country for the duration of the conflict with the consent of the Protecting Power, if any, and under due safeguards for the observance of the principles stated in the first paragraph. They shall, furthermore, endeavour to arrange for all children under twelve to be identified by the wearing of identity discs, or by some other means.

- Art. 82. The Detaining Power shall, as far as possible, accommodate the internees according to their nationality, language and customs. Internees who are nationals of the same country shall not be separated merely because they have different languages. Throughout the duration of their internment, members of the same family, and in particular parents and children, shall be lodged together in the same place of internment, except when separation of a temporary nature is necessitated for reasons of employment or health or for the purposes of enforcement of the provisions of Chapter IX of the present Section. Internees may request that their children who are left at liberty without parental care shall be interned with them. Wherever possible, interned members of the same family shall be housed in the same premises and given separate accommodation from other internees, together with facilities for leading a proper family life.

- Art. 94. The Detaining Power shall encourage intellectual, educational and recreational pursuits, sports and games amongst internees, whilst leaving them free to take part in them or not. It shall take all practicable measures to ensure the exercise thereof, in particular by providing suitable premises. All possible facilities shall be granted to internees to continue their studies or to take up new subjects. The education of children and young people shall be ensured; they shall be allowed to attend schools either within the place of internment or outside. Internees shall be given opportunities for physical exercise, sports and outdoor games. For this purpose, sufficient open spaces shall be set aside in all places of internment. Special playgrounds shall be reserved for children and young people.

- Recalling the commitment to achieve universal access to reproductive health by 2015 as set out in the Programme of Action of the International Conference on Population and Development and the need to integrate this goal in national strategies and programmes to attain the internationally agreed development goals and the Millennium Development Goals, and recognizing that reproductive health and reproductive rights embrace certain human rights that are already recognized in national laws, international human rights documents and other consensus documents, that these rights rest on the recognition of the basic right of all couples and individuals to decide freely and responsibly the number, spacing and timing of their children and to have the information and means to do so and the right to attain the highest standard of sexual and reproductive health, which also includes the right to make decisions concerning reproduction free of discrimination, coercion and violence, as expressed in human rights documents, that in the exercise of this right, they should take into account the needs of their living and future children and their responsibilities towards the community, that the promotion of the responsible exercise of those rights by all people should be the fundamental basis for Government- and community-supported policies and programmes in the area of reproductive health, including family planning, that as part of their commitment, full attention should be given to the promotion of mutually respectful and equitable gender relations and, particularly, to meeting the educational and service needs of adolescents to enable them to deal in a positive and responsible way with their sexuality, that reproductive health eludes many of the world's people because of such factors as inadequate levels of knowledge about human sexuality and inappropriate or poor-quality reproductive health information and services, the prevalence of high-risk sexual behaviour, discriminatory social practices, negative attitudes towards women and girls and the limited power many women and girls have over their sexual and reproductive lives, that adolescents are particularly vulnerable because of their lack of information and access to relevant services in most countries, and that older women and men have distinct reproductive and sexual health issues, which are often inadequately addressed,

This responsibility is reflected in the adoption of an integrated approach at the local and national levels in order to ensure access to affordable and reliable services for the children and dependants (particularly those who are elderly and disabled) of women and men who are working, undergoing training, studying or seeking employment. This responsibility can also take the form of incentives for parents and employers, of a partnership between local authorities, management and labour, non-governmental organizations and the private sector, and of the provision of technical assistance and access to vocational training.
