- Discrimination against rural women cannot be fully understood without taking into account the macroeconomic roots of gender inequality. States often fail to acknowledge the role of rural women and girls in unpaid work, their contribution to the gross domestic product and, therefore, to sustainable development. Bilateral and multilateral agreements on trade, tax and other economic and fiscal policies can have a significant negative impact on the lives of rural women. Environmental issues, including climate change and natural disasters, often provoked by the unsustainable use of natural resources, as well as poor waste management practices, also have detrimental impacts on the well-being of rural women. Gender-neutral policies, reforms and laws may uphold and strengthen existing inequalities related to all of the above.

- [An introduction to technology and to the world of work should not be confined to specific TVE programmes but should be understood as a component of general education. According to the UNESCO Convention on Technical and Vocational Education (1989), TVE consists of "all forms and levels of the educational process involving, in addition to general knowledge, the study of technologies and related sciences and the acquisition of practical skills, know-how, attitudes and understanding relating to occupations in the various sectors of economic and social life" (art. 1 (a)). This view is also reflected in certain ILO Conventions. - Another successful example is the female school stipend programme introduced by the Government of Punjab, Pakistan, in 2004, as part of the broader Punjab Education Sector Reform Programme (PESRP), inaugurated in 2003. In targeted districts defined by their low literacy rate, the female school stipend programme provides girls a stipend (an amount slightly higher than the average cost of schooling), conditional on class attendance. An early study of the impacts of this stipend found a modest but statistically significant impact on girls' attendance of schools.

- In addition to expanding their economic opportunities in later life, higher enrolment rates for girls delay marriage and can thus lower the number of children a woman has, therefore enabling more women to seek employment with higher incomes. Low levels of education and early marriage create a vicious cycle in which women have many children and thus reduced opportunities for improving their education and seeking employment outside the home. Higher levels of education means women can take control over their fertility and be able to make informed decisions in terms of their sexual health and family planning, resulting in fewer children and improved economic opportunities.

- As farm labourers, vendors and unpaid care workers, women are responsible for food preparation and production in many countries and regions throughout the world and play a vital role in food security and nutrition. However, women and girls continue to be disproportionately affected by poverty and malnutrition. Women in rural areas are particularly affected, as female-headed households continue to grow, exceeding 30 per cent in some developing countries, with women owning only 2 per cent of agricultural land and with limited access to productive resources. In many low-income countries, women are the backbone of the rural economy and 79 per cent of economically active women in the least developed countries consider agriculture as their primary source of income. Agrarian land reform legislation often discriminates against women by entitling only men over a certain age to land ownership while women's entitlement only applies in cases where they are household heads. Such discriminatory practices prevent women in many countries from asserting their economic independence and being able to feed themselves and their families.

- Older women are often more disadvantaged because they may suffer from a combination of both gender and age discrimination. Ageing women make up a significant proportion of the world's population, with the majority of older women living in developing countries. A number of life-course events adversely affect the health of women in older age, including discrimination against infant girls in the provision of food and care, barriers to education, low incomes and poorer access to decent work, care-giving responsibilities as mothers and wives, domestic violence (during childhood, adulthood and elder abuse), widowhood, and cultural traditions and attitudes towards health care. Lower incomes, disruptions to work due to family responsibilities, and discrimination in access to the labour force during women's working life mean that women often have less retirement savings and are therefore more financially vulnerable in older age.

- Migrant children are more vulnerable to abuse and injuries than adult migrants. The frequent lack of distinction between adult and child migrants renders children vulnerable to rights violations, including in relation to the minimum age for admission to employment and the worst forms of child labour. Information available to the Special Rapporteur indicates that recruitment agencies sometimes recruit children and provide them with forged passports, falsely indicating that they are above 18 years of age. A case brought to the Special Rapporteur's attention concerned a migrant domestic worker reportedly aged 17, although her passport stated that she was older. She was charged with murder for the death of a baby in her care, and was later executed by beheading. Migrant children, particularly those who are unaccompanied, are also vulnerable to trafficking. While boys are most vulnerable to becoming victims of trafficking for labour exploitation and forced labour, girls are most vulnerable to trafficking for sexual exploitation and sexual slavery. The lack of community relations and parental oversight of unaccompanied migrant children renders them more vulnerable to abuse and exploitation than local child labourers. They suffer from more maltreatment in the workplace and are generally worse off in terms of working conditions compared to local children. Migrant child labourers are among the least visible and least politically empowered of workers, meaning that employers have no incentive to provide them with proper working and living conditions. This lack of legal protection also generally translates to lower levels of health and education for migrant children.

- In 2009, of the world's 101 million children out of school, an estimated 50-70 per cent were from minorities or indigenous peoples. In Central Africa, the great majority of Batwa and Baka have not had access even to primary education. Only 13 per cent of children in sub-Saharan Africa have access to primary education in their mother tongue. In South Asia, Dalit girls are prevented from pursuing their education not only because of poverty, but through discrimination and sexual violence. Literacy levels are commonly much lower among Dalit girls. For example, in the Mushahar Dalit community in India, barely 9 per cent of women are literate. In Latin America, millions of indigenous and African descendant children work in fields, plantations or mines instead of being in school.

- The advanced interconnectedness of the world's economies and markets means that the ramifications of the crises have been far more extensive than any previous comparable economic downturn. Throughout both developing and developed countries, 205 million people are unemployed the highest number of unemployed in history. As a result of the crises, at least 55,000 more children are likely to die each year from 2009 to 2015. The prevalence of children dropping out of school has increased, as boys have been propelled into the workforce and girls given an increased burden of household tasks. By 2009, at least 100 million more people were hungry and undernourished because of the crises, a situation that continues to deteriorate owing to escalating food prices.

- Women, especially women living in poverty, face multiple, overlapping and variable obstacles to their enjoyment of rights due to care responsibilities they carry throughout their life cycle. Girls may be withdrawn from school or unable to achieve their full potential owing to care work in the home, restricting their future opportunities; during pregnancy or early childcare women are more likely to face employment loss or labour insecurity; while older women find themselves with lower levels of retirement savings because of caring responsibilities. These life-cycle risks have a profound effect on the enjoyment of their rights as well as on the inter-generational transmission of poverty. If women are unable to enjoy a particular human right on an equal basis with men, this is unequivocally a violation of the right in question.

- Owing to structural discrimination, girls are sometimes taken out of school to undertake unpaid care work, such as housework and care of younger children. Even more frequently girls' equal chances to achieve in education are hampered because they have less time for studying, networking or socializing at school as a result of these duties. This is likely to occur especially when mothers are disabled or deceased, as girls are expected to assume their unpaid care obligations. For women with children, lack of support, from within the household and from the State, may mean that they have to forsake skills development, training opportunities and further education in order to undertake childcare and domestic work. Therefore, women and girls are not able to enjoy their right to education, or its positive effects such as empowerment and economic opportunity, on an equal basis with men, with great social and economic losses to the society as a whole.

- Intensive unpaid care workloads create chronic time deficits, limiting opportunities for women and girls to access and progress in education, participate in income-earning activities and accumulate retirement incomes and savings, contributing to their higher vulnerability to poverty. Constraints imposed by care responsibilities also contribute to the concentration of women in low-waged, precarious, unprotected employment, in hazardous or unhealthy conditions with high risk to their health and well-being. Such jobs are less likely to enable them to lift themselves out of poverty. - Children living and working on the street lack the protective environment to counter potential traffickers and exploiters and may be forced into exploitative situations, including for survival. Girls belonging to gangs can be subject to sexual violence and exploitation by male gang members. Child labourers, particularly girls engaged in domestic work, are vulnerable to exploitation. Child migrants, especially children migrating on their own, are easy prey to traffickers. Furthermore, when migrating to new places, children and families often leave behind social support networks, which provide protection. Children in institutions are also at increased risk. In many countries, institutions are neither registered nor monitored, making children particularly vulnerable to abuse and exploitation without access to a remedy.

- Some parents take out loans against their children's labour. Other parents sell their children and, upon their arrival in the mines, the children are charged exorbitant prices for their transportation to the mines, food and tools by the employer or middleman. In both these instances, the children are often unable to leave the mines or quarries until they have paid off the debt owed to the middleman or employer. In majority of the cases, children become bonded as a result of their parents' debt. Bonded labour is prohibited under the 1956 Supplementary Convention. Many children report not being able to save or even earn enough money to send back home. This results in them being unable to leave their situation until their debt is paid. In 2010, the Special Rapporteur received information that Bangladeshi and Nepali children were being purchased by middlemen or abducted and sold by gangs to mining employers in India. The price of the child varied from 50-75 USD. According to the information received, the children are forced to work to pay off their debt. The middlemen bring both boys and girls to work in the mines. The girls living and working in the mines are often sexually abused by adult mine workers and employers.

- Although the victims are largely invisible, domestic servitude constitutes a global human rights concern. Every region in the world is affected. Domestic servitude takes many shape and forms, ranging from slavery as understood by the 1926 Slavery Convention to slavery-like practices, such as bonded domestic labour and child domestic labour. Millions of women and girls, pursuing the opportunities that domestic work provides, while providing a valuable contribution to society, are at risk because their rights, equal human dignity and autonomy are not adequately protected.

- Girls, especially unaccompanied girls, working in and around the mines and quarries are vulnerable to rape and sexual exploitation. Sexual exploitation can start from the age of 9 but many of the girls involved are aged between 13 and 17 years. In some mining communities like those in Burkina Faso and Niger, it is believed that male child miners will have greater luck in the mining pits if they have sexual intercourse with a virgin or have unprotected sexual intercourse and do not wash before going underground (see E/C.12/MDG/CO/2). Child prostitution also occurs in the mining communities. For example, in Ghana, girls as young as 12 living in gold-mining communities are found in prostitution (ibid.). A United Nations Children's Fund (UNICEF) study on sexual exploitation of children around mines and quarries found four main types of exploitation: prostitution on a regular basis, occasional prostitution, companionship or temporary unions, and forced prostitution.

- Children working in the mines and quarries are vulnerable to physical, sexual, moral and social harm. Artisanal mining and quarrying is inherently informal and illegal -as either it costs too much to get the legal permit to mine or there is no need to get a permit as the law is not enforced. These "frontier communities" are riddled with violence, crime, trafficking in young girls and women for sexual exploitation, prostitution, drug and alcohol use (ibid.). There have been reports that children are given drugs so that they are able to fearlessly extract minerals underground or underwater. Children also take drugs and alcohol in the belief that it makes them stronger and as a result of peer pressure. The drug abuse (particularly amphetamines and marijuana) and alcohol (commercial and/or local brew) destroy their health and keep them in the vicious circle of poverty. Children who arrive alone to work in this sector are even more vulnerable to abuses (see A/HRC/18/30/Add.2).

- From an early age, girls are brought up and viewed as commodities to be used to solidify family links and preserve honour, in addition to financial assets that can improve the family's economic status. Discriminatory attitudes within the family are reinforced in the community and throughout the girl's life. Complicity by other women in the family and the community strengthens the concept of women as property and embeds the perception that violence against female family members is to be tolerated and remedied privately within the family environment. From the beginning of the marriage, a spouse is treated not as an individual but as a commodity, given that his or her consent to the marriage is not required.

- It is important to note the distinction between servile marriage and arranged marriage. The Working Group on Contemporary Forms of Slavery was established by the Economic and Social Council in its decision 16 (LVI) to monitor the existence of slavery and the slave trade in all their practices and manifestations, including slavery-like practices such as servile marriage. The Working Group believed that it was important to highlight the distinction between forced marriage and arranged marriage. Arranged marriages, which exist in many parts of the world, are based on the consent of both parties, whereas forced marriages do not involve the consent of the parties or, at any rate, both of the parties. Any duress in a marriage is a violation of internationally recognized human rights standards and cannot be justified on religious or cultural grounds. The Working Group asserted that the perpetuation of forced and early marriages was a result of gender inequality and lack of both a culture of education for girls and of self-esteem.

- In the light of the limitations associated with legal proceedings, it is noteworthy that a number of cases in which trafficked persons have successfully obtained compensation resulted from out-of-court settlements negotiated by various governmental and non-governmental bodies. In some States, trade unions have played a crucial role in settling claims for unpaid or underpaid wages, or work-related injuries following negotiations with employers. These non-judicial methods may play an instrumental role in seeking compensation particularly for certain groups of trafficked persons, such as trafficked women and girls, who may face a variety of procedural challenges in judicial proceedings, such as psychological harms, stigma and fears of reprisals.

- Although States reporting on the measures taken to discourage demand have reported on a wide range of methods, including some intended to address supply, the Special Rapporteur recognizes that not all prevention measures, even those specifically affecting the places where trafficked persons are exploited, should be regarded as measures to discourage demand. Further, in the debate about what to do to discourage demand, many stakeholders have focused exclusively on demand for commercial sexual exploitation, particularly of women and girls, and neglected other forms of demand, such as demand for exploitative labour and organs.

- In some contexts, because of stereotypical views of the value of disabled female children and the lack of support available to parents with children with disabilities, parents may see trafficking of their disabled daughter as their only economic option. United Nations Children's Fund (UNICEF) reports indicate that in certain countries in the Asia-Pacific region proprietors of brothels have specifically sought out deaf girl children and adolescents, with the idea that such young people will be less able to communicate their distress or find their way back to their homes. One report notes that the proportion of child prostitutes who had mild developmental disabilities was six times greater than what might be expected from the incidence in the general population.

- Use of hygiene facilities and services must be available at a price that is affordable to all people. The main costs, other than for installation, are associated with supplying water, soap and cleaning products for hand-washing, food hygiene, home hygiene and washing clothes, and for sanitary napkins or other products required for menstrual hygiene. Paying for these services must not limit people's capacity to acquire other basic goods and services guaranteed by human rights, such as food, housing, health services and education. Assistance should be provided to households or individuals who are unable to afford soap and cleaning products, or sanitary products for women and girls.
