- The third message strongly conveyed by children was that violence constitutes not only a crucial priority that the post-2015 development agenda should specifically address, but also a cross-cutting concern that other development goals need to take into consideration. Thus, while placing special emphasis on the role of education in preventing and addressing violence, they highlighted the fact that violence is widespread in schools, compromising child development and well-being. Violence prevention was a dimension that, in their view, public health systems should consider. Violence was equally felt to undermine gender equality and empowerment, and social practices and beliefs compromise girls' confidence and ability to report incidents of violence, at times leading to school dropout. Moreover, children recognized that violence and poverty are closely related and both can lead to high risks of poor child health, failing school performance, social exclusion and welfare dependency.

- Female infanticide in China goes back as far 2000 B.C. Girls were the main victims of infanticide, especially so in times of poverty and famine. A study suggested that the estimated number of missing girls in the twentieth century in China between 1900 and 2000 is 35.59 million, representing 4.65 per cent of its population. An analysis of the most recent data from China shows that while the sex ratio at birth is more skewed in rural areas, the ratios in large cities increased in 2005 compared to 2000. These findings suggest that son preference is still a strong influence, and is increasingly being acted upon by those living in cities.

Rates of girls being infected have also increased owing to sexual assaults related to myths about preventing the transmission of HIV or curing AIDS.

- Building on the Vienna Declaration and its framework, both the Fourth World Conference on Women in Beijing (1995) and the Third World Conference against Racism, Racial Discrimination, Xenophobia and Related Intolerance in Durban (2001) addressed the multiple and intersecting forms of discrimination that cause intra-gender and intra-racial inequalities respectively. The Fourth World Conference on Women recognized the particular vulnerability to violence of "women belonging to minority groups, indigenous women, refugee women, women migrants, including women migrant workers, women in poverty living in rural or remote communities, destitute women, women in institutions or in detention, female children, women with disabilities, elderly women, displaced women, repatriated women, women living in poverty and women in situations of armed conflict, foreign occupation, wars of aggression, civil wars, terrorism, including hostage-taking." The World Conference against Racism included gender and racial discrimination among its five areas of focus. The Durban Declaration expressed the view "that racism, racial discrimination, xenophobia and related intolerance reveal themselves in a differentiated manner for women and girls, and can be among the factors leading to a deterioration in their living conditions, poverty, violence, multiple forms of discrimination, and the limitation or denial of their human rights."

- Women are recognized as the group particularly affected by such failure. In this regard, it is timely and important to recall the States' commitments towards the achievement of the Millennium Development Goals, particularly goal 1 (eradicate extreme poverty and hunger), goal 2 (achieve universal primary education), and goal 3 (promote gender equality and empower women). While the overall poverty rate has been reduced somewhat, some regions, such as sub-Saharan Africa, Western Asia and parts of Eastern Europe and Central Asia, still need to make progress to meet the 2015 targets on poverty eradication. Sex discrimination still persists, and poverty puts girls at a distinct disadvantage in terms of education. Furthermore, women are still largely relegated to temporary or informal employment with little or no social security or benefits. This failure to provide equal and just opportunities for women to education and work encourages the feminization of poverty. This, in turn, compels women to leave their homes in search of better opportunities, resulting in the feminization of migration.

- Social protection is a fundamental tool for achieving the proposed targets and goals, as mentioned in proposed goal 1 (End poverty in all its forms everywhere), 5 (Achieve gender equality and empower all women and girls) and 10 (Reduce inequality within and among countries). In relation to persons with disabilities, goal 1 should be addressed in the short term by mainstreaming disability in all social protection and poverty reduction programmes - a task that remains a global challenge. Social protection should further be used as an important instrument for pursuing other proposed goals in the context of disability, including those of ensuring healthy lives and well-being, guaranteeing inclusive, equitable quality education, promoting lifelong learning and opportunities for all, and promoting full and productive employment and decent work for all. The Addis Ababa Action Agenda highlights the importance of financing sustainable and nationally appropriate social protection systems with a focus on persons with disabilities, among others.

- In a similar vein, combating violence against women and girls in the indigenous context must be achieved holistically; it cannot be addressed in isolation from the range of rights recognized for indigenous peoples in general. In this regard, violence against indigenous women and girls, which is distressingly all too common across the globe, cannot be seen as separate from the history of discrimination and marginalization that has been suffered invariably by indigenous peoples. This history manifests itself in continued troubling structural factors, such as conditions of poverty, lack of access to land and resources or other means of subsistence, or poor access to education and health services, which are all factors that bear on indigenous peoples with particular consequences for indigenous women. The history of discrimination against indigenous peoples has also resulted in the deterioration of indigenous social structures and cultural traditions, and in the undermining or breakdown of indigenous governance and judicial systems, impairing in many cases the ability of indigenous peoples to respond effectively to problems of violence against women and girls within their communities.

- Certain investments can significantly reduce the burden that household chores impose on women. In rural areas, such measures include the provision of water services and afforestation projects to reduce the time spent fetching water and fuelwood. In both rural and urban areas, measures would include the establishment or strengthening of child-care services and care for the elderly or persons with illness/disability. By reducing the time poverty of women, their economic opportunities would expand, since it would be easier for them to seek employment outside the household; access incomes and increase their economic independence, which, in turn, would strengthen their bargaining position within the household. In order for such opportunities to be seized, access to education for girls and life-long training must be improved and societal perceptions of gender roles which discriminate against women must be changed. Improved education and employment prospects are mutually reinforcing, as the demand for education (investment in human capital) will increase in proportion to increase in the demand for a qualified female workforce.

- As farm labourers, vendors and unpaid care workers, women are responsible for food preparation and production in many countries and regions throughout the world and play a vital role in food security and nutrition. However, women and girls continue to be disproportionately affected by poverty and malnutrition. Women in rural areas are particularly affected, as female-headed households continue to grow, exceeding 30 per cent in some developing countries, with women owning only 2 per cent of agricultural land and with limited access to productive resources. In many low-income countries, women are the backbone of the rural economy and 79 per cent of economically active women in the least developed countries consider agriculture as their primary source of income. Agrarian land reform legislation often discriminates against women by entitling only men over a certain age to land ownership while women's entitlement only applies in cases where they are household heads. Such discriminatory practices prevent women in many countries from asserting their economic independence and being able to feed themselves and their families.

- Women's access to employment in the industry or the services sectors of the economy requires improved access to education for girls; and infrastructural and services investments that relieve women from part of the burden of the household chores that women shoulder disproportionately. Millennium Development Goal 1, on the eradication of extreme poverty and hunger, includes a target (1.B) to "achieve full and productive employment and decent work for all, including women and young people," an implicit recognition that women, due to discrimination and lack of educational opportunities, are generally disadvantaged in access to employment. In September 2010, Heads of State and Government at the High-level Plenary Meeting on the Millennium Development Goals pledged to invest in "infrastructure and labour-saving technologies, especially in rural areas, benefiting women and girls by reducing their burden of domestic activities, affording the opportunity for girls to attend school and women to engage in self-employment or participate in the labour market," as well as to remove "barriers and expanding support for girls' education through measures such as providing free primary education, a safe environment for schooling and financial assistance such as scholarships and cash transfer programmes".

- Although opportunities for adolescents in many parts of the world have improved in recent years, the second decade of life is associated with exposure to increasing risks to the right to health, including violence, abuse, sexual or economic exploitation, trafficking, harmful traditional practices, migration, radicalization, recruitment into gangs or militias, self-harm, substance use and dependence and obesity. - What emerges from the above is a pattern of neglect of the needs of the most vulnerable and marginalized groups in society across planning, institutional responsibilities and resource allocation. Disadvantaged groups can often be identified along ethnic, geographic, and socioeconomic divides (see, for example, A/HRC/18/33/Add.4, para. 79). Indigenous peoples, Dalits and Roma are among such groups facing discrimination with whom the Special Rapporteur has met during the course of her mandate. Moreover, there are vast gender inequalities - in many poor communities, the task of collecting water overwhelmingly falls to women and girls (see, for example, A/HRC/15/31/Add.3 and Corr.1, para. 22). Persons with disabilities are also disproportionately represented among those lacking access to water and sanitation (A/HRC/15/55, para. 21). Neglect can occur for a variety of reasons: groups and individuals may experience stigmatization, they may live in remote areas making serving them costly, or politicians may be indifferent to their needs.

Governments must therefore carefully screen the effects of different tax mechanisms. - Although women - at every economic level, all over the world - may suffer disproportionate disadvantages and discrimination, they cannot be seen as a homogenous group. Different women are situated differently and face different challenges and barriers in relationship to water, sanitation and hygiene. Gender-based inequalities are exacerbated when they are coupled with other grounds for discrimination and disadvantages. Examples include when women and girls lack adequate access to water and sanitation and at the same time suffer from poverty, live with a disability, suffer from incontinence, live in remote areas, lack security of tenure, are imprisoned or are homeless. In these cases, they will be more likely to lack access to adequate facilities, to face exclusion or to experience vulnerability and additional health risks. The effects of social factors such as caste, age, marital status, profession, sexual orientation and gender identity are compounded when they intersect with other grounds for discrimination. In some States, women sanitation workers are particularly vulnerable, as they are exposed to an extremely dirty environment and contamination, which have a far greater impact during pregnancy and menstruation. - Safe, adequate and affordable access to water, sanitation and hygiene, as well as the promotion of women's empowerment, can serve as an entry point to ensure that women and girls can enjoy their right to have and make choices, their right to have access to opportunities and resources, and their right to control their own lives, both inside and outside the home. Gender equality in respect of the human rights to water and sanitation will not only empower women individually but will also help women overcome poverty and empower their children, families and communities.

- Gender inequalities are pervasive at every stage of a women's life: from infancy, through to puberty, parenthood, illness and old age. In the present report, the Special Rapporteur on the human right to safe drinking water and sanitation seeks to underscore the importance of placing a strong focus on the needs of women and girls at all times, throughout their whole lifecycle, and of not overlooking the needs of women and girls with disabilities, living in poverty or suffering from other disadvantages. Gender inequality in access to water and sanitation facilities affect a wide range of other human rights, including women and girls' rights to health, to adequate housing, to education and to food.
