- The sheer surprise with which the most recent crises took the international community is telling not only of the rapidity of transmission of the crises, but of the inability of States to predict and prepare for shocks and to understand the multiple dimensions of poverty. In order to better inform policy debates on how best to prioritize the human rights of the most vulnerable and disadvantaged, States need to be able to identify them more accurately and efficiently and to assess their needs. To this end, States should work towards creating mechanisms that provide better information about the incidence and substance of deprivation and inequality. This includes instituting means of gathering larger quantities of better quality disaggregated data on the impact of the crises and of recovery policies. Data should be disaggregated according to several dimensions, such as gender, age, geographical location, ethnicity and health status. It is also crucial that, in the face of rising food prices, States monitor in a timely manner the development of local food prices in order to ensure prompt and appropriate policy responses.

- In keeping with their obligations to respect, protect and fulfil the right to health, States should formulate and implement a national public health strategy and plan of action to address diet-related NCDs, which should be widely disseminated. Such a strategy should recognize the link between unhealthy foods and NCDs, while specifically addressing the structural flaws in food production, marketing and retail that promote the availability and accessibility of unhealthy foods over healthier options. Towards this end, States should necessarily develop multisectoral approaches that include all relevant ministries such as ministries of health, agriculture, finance, industry and trade. States should also ensure meaningful and effective participation of affected communities such as farmers and vulnerable groups like children, women and low-income groups in all levels of decision-making to discourage production and consumption of unhealthy foods and promote the availability and accessibility of healthier food options.

Impact of climate change on the right to food 2015, para. 82

- Climate change poses unique and distinct threats to all aspects of food security, including availability, accessibility, adequacy and sustainability. Moreover, these threats are poised to affect a huge number of people, with 600 million additional people potentially vulnerable to malnutrition by 2080. Manifestations of climate change, such as an increase in the frequency and intensity of extreme weather, global warming, a rise in sea levels and a decrease in the availability of water, have significant impacts on food security. As a result, crop failures and adverse impacts on livestock, fisheries and aquaculture will have an overall negative effect on people's livelihoods, with climate-induced food price volatility, nutritional deficiencies and diminishing quality of land and soil suitable for agricultural production a daunting reality. The consequences of failing to enact appropriate policies will pose a threat to global peace and security. As we are all living ever more interconnected lives, climate change should not be considered as affecting only those living in remote places.
